    Programme Policy Officer (Communication and Knowledge Management)

    JOB PURPOSE:

    • Under the overall supervision of the Deputy Country Director and technical supervision by the Head of Social Protection in Accra, the Programme Policy Officer - Communication and Knowledge will be expected to perform the following duties:

    MAJOR DUTIES AND RESPONSIBILITIES

    • Support the team in planning, organizing, and documenting strategic and coordination efforts internally across the country office and with Head Quarters (HQ), as well as with external partners.
    • Produce regular overview of outputs and activities of the WFP – Rockefeller partnerships for programme tracking, facilitate information sharing between country office and headquarters specifically:
    • develop a clear concept note, a detailed and extensive dissemination
    • workplan and effectively implementing the workplan to achieve intended goals and objectives.
    • assist accurate and timely reporting on programmes and activities to meet specific reporting requirements of the donor.
    • contribute to maintaining and enhancing data gathering and monitoringsystems ensuring that rigorous quality standards are maintained.
    • support and participate in duty travel to project sites, as required.
    • Contribute to the development and coordination of knowledge-based products, such as lessons learned and good practices, particularly the RF partnership project, and dissemination to internal and external partners to inform programme design and implementation, policy coherence and promote sharing and learning between Ghana Country Office (CO) and the other countries and partners.
    • Provide comments and ensure quality control to knowledge products and provide guidance on types of knowledge products best suited for each audience.
    • In collaboration with school-based programming (SBP), improve the quality, visibility and access of RF Ghana knowledge products on WFP’s corporate platforms WFPGo and GoDocs, to support school feeding officers in country offices, regional bureaux (RB) and HQ, in their efforts to improve the design and implementation of school feeding programmes; ensure materials are up to date and easily accessible.
    • In collaboration with SBP, align with Research Consortium’s Good practices Community of Practice in developing and disseminating case studies and best practices
    • Draft inputs for briefings, talking points or presentations to support donor engagement and inform decision-making and planning of the CO management.
    • Produce and support COs in developing external donor, advocacy and communication products on WFP’s enabling work in RF project and other WFP supported initiatives.
    • Support the COs in developing project/programme proposals to fundraise.
    • Support the identification, development and management of potential partnerships for the CO.
    • Contribute to the development of communications methods and processes to improve their effectiveness and increase awareness of WFP’s work to the media and stakeholders.
    • Perform any other duties as provided from time to time.

     
    Minimum Academic Qualifications

    • A University degree in Communication, Public Administration, Development Studies, International Development, International Relations, Sociology, or other fields relevant to communication and knowledge management. 

    Desired Experiences for Entry into the role:

    • Minimum of 2 years of professional experience relevant to communication and knowledge management, preferably contributing to government safety-net programmes, food security and/or nutrition objectives.
    • Language: Fluency and good command of the English language is essential

    Business Support Assistant (HR-Admin)

    KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

    • Under the overall supervision of the Country Director/Representative and direct supervision of the Head of Human Resources Officer in Accra, the Business Support Assistant will be expected to perform the following duties:
    • Provide dedicated Human Resources/Administrative support in various HR activities
    • Maintaining confidential personnel records, HR databases and archives, to ensure data and files are accurately stored and updated in compliance with the established standards.
    • Support in on-boarding of new staff members in compliance with relevant processes and procedures.
    • Use WFP’s HR management systems for entering and updating a variety of HR data including assistance in monitoring various deadlines (e.g. contract expiration, PACE, etc.), ensuring compliance with the established deadlines and accuracy of HR data.
    • Manage and maintain records and databases, to ensure information is organized and readily available for staff.
    • Contribute to improvement of business procedures and processes.
    • Coordinate and provide a full range of support services including follow-up actions, resolution of issues and unforeseen situations, for the effective functioning of business operations.
    • Prepare and/or consolidate comprehensive reports, documentation, correspondence, briefing notes, etc.
    • Co-ordinate and oversee the maintenance of records and databases, to ensure information is well organized and readily available for staff.
    • Any other related duties when needed/required.

    Minimum Academic Qualifications

    Education:

    • Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.  A minimum of first degree in Social Sciences, Human Resources, Administration, Public Relations, or any other related qualification.

    Desired Experiences for entry into the role:

    • A minimum of 3 years of progressive work experience in supporting role in Human Resources, Administration, or Operations.
    • Demonstrate responsibility, proactiveness and initiative to respond and/or act independently under minimal supervision and general guidance. Ability to think on the spot and use judgment in dealing with unforeseen daily operational challenges.
    • Some knowledge of the application of common business processes, practical business support methods, procedures and systems used in area of work, gained through technical training and work experience.
    • Good communication skills to provide business support services to a wide range of individuals.
    • Ability to build relationships with a variety of individuals across functions.
    • Experience in coordinating the work of others and self, training and supporting others.
    • Ability to maintain confidentiality.

     
    Language: 

    • Fluency and good command of the English language is essential.

    Programme Policy Officer (Project Coordinator)

    JOB PURPOSE:

    • Under the overall supervision of the Deputy Country Director and technical supervision by the Head of Social Protection in Accra, the Programme Policy Officer – Project Coordinator will be expected to perform the following duties:

    MAJOR DUTIES AND RESPONSIBILITIES

    • Provide effective leadership for project management and implementation and ensure the achievement of project results as per the project document.
    • With the support of the project staff, prepare and review detailed annual and quarterly project work plans.
    • Participate in the recruitment of project staff/national consultants and international consultants.
    • Ensure effective collaboration with WFP Regional Bureaus technical officers and HQ, in particular The School Based Programming (SBP), Nutrition, Supply Chain/Food Safety and Quality, Smallholder Agriculture Market Support (SAMS) and gender, to enable the alignment and integration of the project with their strategic objectives and targets.
    • Ensure coordination within the Country Office (CO) team, particularly school feeding, nutrition, food safety and quality, supply chain and logistics.
    • Facilitate the deployment of regional and headquarter missions to support the project activities as per the workplan. 
    • Lead the development of a monitoring and evaluation plan and ensure that project indicators are applied and tracked.
    • In collaboration with the Private Sector Division in Partnerships (PPF), prepare project progress reports, including annual report as required by Head Quarters (HQ) and the donor.
    • Act as the main point of contact for Rockefeller and the Coalition initiatives that might be connected to the project and participate in regional and/or global workshops or meetings.
    • Establish positive and efficient working relationship with provincial and national level staff of the Ministry of Agriculture, the Ministry of Education, the Ministry of Gender Children and Social Protection, Ministry of Health and other strategic Government structures that are crucial to this project to ensure government ownership for the outcomes of this project, their involvement at every stage of development and implementation and help to connect Government with the broader school feeding strategy of the CO and the transition plans.
    • Establish positive and efficient collaboration with the schools/communities, the private sector and the civil society that have a stake in the project implementation.
    • Support the development of an advocacy strategy/plan to support shift at policy level, help coordinate research and evaluation conducted by external partner and help communicate impacts, barriers and gaps.
    • Represent the organization in meetings with Government counterparts, partners and other project stakeholders as delegated by the CO.
    • Perform any other duties as provided from time to time.

     
    Minimum Academic Qualifications

    • Advanced university degree in one of the following disciplines: agricultural economy, agricultural and rural development, nutrition, project management, education, food processing, safety and quality, M&E, development studies, gender studies or other related fields.

    Desired Experiences for Entry into the role:

    • Minimum of 2 years of post graduate progressive professional experience in co-ordination and project management.
    • Previous experience in managing projects on school feeding, food procurement and supply chain, value-chain development, nutrition, food technology or related fields.
    • The ability to coordinate multi-stakeholders is a multi-cultural environment is an important asset.

    Language: Fluency and good command of the English language is essential
