    Strategic Communications Manager

    Overview

    Project Overview and Role:

    Palladium is recruiting for a Strategic Communications Manager for our proposal to deliver a programme focussed on preventing Serious and Organised Crime (SOC) in Ghana’s artisanal and small-scale gold mining industry (ASGM). The programme will deliver interventions, institutional reform, and strategic communications activities to build community resilience to the SOC pipeline and strengthen the regulatory framework within Ghana’s licit and illicit ASGM sectors.

    Position Description

    Based in Accra, Ghana, the Strategic Communications Manager will lead on a workstream seeking to improve education and communication around SOC through targeted communications campaigns, covering: (a) diverting at risk individuals away from SOC by raising awareness of its inherent dangers and (b) supporting the development of on-the-ground capacities to deliver disruption against the central networks of SOC in Ghana.

    The Strategic Communications manager will be responsible for developing a resilient and effective communications framework that will integrate a comprehensive understanding of AGSM, SOC and Ghanaian state and non-state institutions, and the ways in which they interact, in order to target the most relevant at-risk individuals using social media and other platforms for knowledge sharing.

    Relationships

    Supervision: The Strategic Communications manager will report directly to the Team Leader.

    Other: The Strategic Communications manager will work closely with the technical team based in Accra, Ghana, as well as the project management team based in Palladium HQ (London). There is possibility of a direct report as communications officer.

    Duties And Responsibilities

    The responsibilities of the Strategic Communications Manager include:

    • Leading and guiding development of counter narrative communications campaigns covering the outlined areas:
    • Diverting at risk individuals away from SOC by raising awareness of its inherent dangers
    • Supporting the development of on-the-ground capacities to deliver disruption against the central networks of SOC in Ghana.
    • Collaborating with the programme MREL function to deliver a robust, forward thinking results framework and theory of change for the strategic communications workstream of the programme, including identifying applicable, suitable indicators. Assumptions, and required disaggregation.
    • Tracking and managing budget for the communications workstream, in collaboration with the Finance and Operations manager and Team Leader.
    • Planning timelines for activities and technical assistance and contributing to overall programme workplan to ensure smooth running of the project.
    • Tracking and mitigating identified programme risks pertaining to the communications output, in collaboration with the Team leader and Deputy Team Leader.

    Location

    The post is domiciled in Accra, Ghana but will be required to make occasional travel within Ghana and possibly internationally.

    Required Qualifications

    Qualifications

    The Suitable Candidate Should Meet The Following Criteria

    • Significant experience with delivering strategic communications campaigns within Ghana seeking to catalyse behavioural and attitudinal change (Experience related to SOC, Illicit financial flows, alternative livelihoods and/or ASGM will be an advantage).
    • Significant experience developing and delivering counter-narrative campaigns in Ghana. Good working knowledge of key traditional and social media in Ghana, and particularly in the target regions (Northeast and Western Ghana)
    • Excellent written English skills.
    • Good working knowledge of Microsoft office software (word, powerpoint, outlook etc).
    • Experience of managing large scale projects, including workplans and overseeing other team members.

    The Following Criteria Will Be Considered An Advantage

    • Language skills that may be advantageous in relevant regions of Ghana.
    • Experience in a leadership position of donor-funded programming, in particular bilateral programming from UK government.
    • Experience in the natural resource governance sector.
