The Role
- The Finance and Administration Manager (FAM) will report to the COP and will be responsible for overseeing all aspects of budgeting, financial management, logistics, and prime award compliance with terms and condition of the award.
- The FAM will oversee all activity operations.
Key Responsibilities
The successful candidates will be responsible for the following among other duties:
- Oversees the finance and administration functions for the project and ensures compliance with the terms of the agreement.
- Oversees finance, human resource management, logistics, procurement, administration and information technology (IT) support to the project.
- Oversees preparation and submission of financial statements and other cost accounting reports to MSG and USAID.
- Ensure adherence to MSG and USAID financial and accounting policies and procedures.
- Oversee preparation and submission of monthly financial statements.
- Prepare monthly, quarterly and annual expenditures and prepare pipeline estimated for the project.
- Ensure appropriate systems and cost effective, timely procedures such as cash management, vendor payments and budgeting are in place to properly disburse, account, budget and report project funds and have proper internal controls.
Qualification Required & Experience
To succeed in this role, you must have:
- A Master’s degree in business administration, accounting, finance, or other relevant field.
- Certified/Chartered public accountant (CPA) or equivalent qualification is required for this position.
- A minimum of seven (7) years of experience supervising overall financial and administration operations of donor-funded activities (e.g. teams of human resource, logistics, grant/contract and finance staff) of similar dollar value.
- Demonstrate financial management, analytical and computer skills with emphasis on budgeting and financial analysis.
- Experience in risk management and implementation of internal controls.
- Knowledge of USAID policies, procedures, business practices, regulations and reporting requirements essential; direct experience managing the finances and administration for a.
- Experience managing teams; excellent interpersonal skills.

- They will coordinate among USAID and key stakeholders and other implementing partners and will interact with numerous Government of Ghana institutions and representatives.

- Promote sustainability of project activities through effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening of partners.
- Provide operational, technical, programmatic, financial and management guidance and support for project activities; identify, consider and resolve issues or problems.
- Oversee and ensure efficient monitoring of subcontracts and grant partners.
- In the absence of the COP, represent the projects to USAID, the government of Ghana, project partners and other stakeholders.
Qualification Required & Experience
To succeed in this role, you must have:
- Bachelor of Medicine and Bachelor of Surgery Degrees (MBChB)
- A Master’s degree of higher in public health, medicine, management or social sciences or related field.
- Seven (7) years’ experience managing at a similar level or similar or senior technical advisor level in donor funded programs of similar scope in Ghana or a developing country. Demonstrated capacity to provide management oversight to large complex programs.
- At least 10 years’ experience working in family planning and sexual and reproductive health, including recent experience and in-depth understanding of the major issues affecting FP in Ghana.
- Demonstrated knowledge and experience of USAID or other donor planning and reporting systems, operations, programming, structure, and sub-award compliance.
- A proven track record of building teams and fostering collaboration in order to achieve goals, meet milestones and produce high quality project deliverables on time and on budget.
- Demonstrated expertise in developing partnership with local government, donors, multilateral organizations, academia, private sector and local community, preferably in Ghana.
- Excellent written and oral communication skills in English.

Description
- The Monitoring, Evaluation and Learning (MEL) Advisor will be responsible for leading the design and implementation of the program monitoring and evaluation framework and information systems to track delivery against targets, outcomes, and impacts.
- They will lead the analysis of data collected for assessment of progress and areas of improvement, and overall data management including health systems maturity monitoring.
- They will guide reporting processes amongst technical staff and consolidate program reports and promote learning and knowledge sharing of best practices and lessons learned.
- They will support all the technical staff in MEL functions and will functions and will manage any MEL related staff in the program.
Key Responsibilities
The successful candidate will be responsible for the following among other duties:
- Guide development and implementation of project MEL plan(s), indicator reference sheets, results reporting, data use systems and activities and the project evaluation strategy.
- Ensure project M&E plan aligns with project’s theory of change. Design and develop measurement approaches to ensure alignment between project goals and objectives, process outcomes and desired impact.
- Assess and establish procedures for collecting, storing, and reporting data, establishing baselines, measuring changes in status, attributing results to project activities and assessing overall impact of project results.
- Contribute to the design and implementation of capacity strengthening of a variety of MEL topics within the project team.
- Support and contribute to the development of flexible, adaptable, and user-friendly measurements, learning and knowledge management mechanisms.
- Lead the development of and support implementation of learning agenda(s), including prioritizing learning questions and identifying evidence-based decision making and innovation.
- Develop project reports and others documentation of project MEL approaches and findings.
- Manage budget and all related reporting for project MEL activities.
Qualification Required & Experience
To succeed in this role, you must have:
- A Master’s degree in a relevant discipline, such as public health, epidemiology, mathematics, statistics, biostatistics, or a related field.
- At least seven (7) years of experience implementing monitoring and evaluation activities for complex health programs in Ghana, with experience in family planning strongly preferred.
- Demonstrated experience in providing technical support, setting up and managing MEL systems that track performance, and in the application of statistical methods database management.
- Expertise in qualitative and quantitative research methods, and data visualization.
- Experience implementing adaptive management, ensuring feedback loops and direct connection between data and continuous program and strategic adjustments and improvements.
- Good track record of leading, supporting, and coaching team and counterparts.
- Experience in knowledge management and dissemination of research findings.
- Demonstrated understanding of USAID regulations and MEL reporting requirements.

- They will represent the project to USAID, the government of Ghana, partners, and other stakeholders.
- They will assume overall management for project finances, staff and partnerships.

- Ensuring interventions reflect high technical quality and are in line with the project’s scope of work.
- Leading and managing staff professional development to build their capacity and strengthening competency and expertise.
- Overseeing budget implementation and financial management.
- Identify areas of risk in a timely manner and work to mitigate their impact by instituting systems that seek to minimize fraud, waste and abuse.

Qualification Required & Experience
To succeed in this role, you must have:
- A Master’s degree or higher in public health, medicine, management, social sciences, or related field.
- Ten (10) years of progressively responsible experience in a senior role leading a complex health service delivery program of similar scope and dollar value ($10 million+), preferably in Ghana, of which at least 5 years as a COP, DCOP, Project Director or similar high-level executive position. Experience managing family planning and reproductive health programs preferred.
- Demonstrated knowledge and experience of USAID planning and reporting systems, operations, programming, structure and sub-award compliance. Experience of working with other major donors is also desirable.
- Ten (10) years’ experience building partnerships with the local government, donors, multilateral organisations, academia, private sector, and local community, preferably in Ghana.
- Excellent written and oral communication skills in English.
