    Quality Assurance Specialist

    Dimensions of Role

    The Quality Assurance Specialist is responsible for the successful financial management and compliance of organizational and donor guidelines (Global Affairs Canada) for the WISE Project. S/He is responsible to strengthen the capacity of the respective project staff and local partner organizations to undertake quality financial administration. He/She will ensure that financial reports and the respective supporting documents shared with the donor are of high quality. The Quality Assurance Specialist will focus on three core functions;  

    • Quality assurance for financial management and compliance
    • Risk management
    • Partnerships and capacity building development.
    • The position will be based in Plan International Ghana’s office in Tamale.

    Typical Responsibilities - Key End Results of Position

    • Quality Assurance – Financial Management and Compliance: Provide financial and compliance oversight for the WISE project, ensuring that Plan International’s organizational policies and global assurance standards are met, and donor compliance requirements are upheld.
    • Develops an annual assurance workplan for the WISE Project, as agreed with the Project Lead and Project Accountant, that provides quality assurance on key financial and compliance systems, processes, policies and controls with respect to Plan Ghana and the donor’s requirements.
    • Reviews ongoing assurance assignments in the workplan in the line with international standards on internal auditing; ensuring quality standards are met through review of processes at risk in the annual review plan and alerts management of potential risk areas.
    • Ensures timely preparation of quality assurance reports and provides extensive review of the reports to relevant stakeholders on assurance engagement assignments undertaken.
    • Monitors the progress of management’s actions in response to assurance reviews, ensuring effective follow up.
    • Leads decisions on which assignments to prioritize given competing assurance needs of the various stakeholders of the project.
    • Develops and monitors WISE project calendar for reporting, ensuring that both internal and donor agreement deadlines are planned for and adhered to.
    • Develops monitoring process for quarterly budget versus actuals analysis to ensure timely implementation of the project’s annual implementation plan.
    • Create innovative ways to improve budgeting processes.
    • In collaboration with the Project Accountant, work with the project team and partners to attain accurate and timely financial information.
    • Review and ensure accurate financial reporting for management and donors.
    • Ensure projects are audit ready, in compliance with funding agreements, and lead on project audits in liaison with internal and external auditors.
    • Risk Management: Maintain an understanding of the potential financial and compliance risks to the project, and proactively develop plans to avoid, mitigate, manage, and reduce risk.
    • Plan, design and implement an overall risk management process for the WISE project.
    • Identify, analyze and document risks facing the WISE project and its partners, along with risk mitigation strategies. Update the analysis as often as needed and report to management, providing recommendations for improvement of risk management and internal control system. Ensure the project team has a good understanding of the project finances and compliance risks, allowing the team to develop solutions and risk mitigation tactics, inclusive of varying and rapidly changing risks.
    • Ensures the existence and use of effective internal controls in compliance with Plan International and donor rules and regulations.
    • Provides technical support in project team and organizational trainings focusing on risk management and effectiveness of the control framework.
    • As required, provides advice to the Country Management Team on systems, processes and policy reviews, in agreement with the WISE Project Lead by developing strategies to minimize financial and compliance risks during implementation of the WISE project.
    • Partnerships and Capacity Development: Build relationships with the project team and partner organizations, effectively equipping them with the skills and tools to uphold the financial management and compliance requirements of the project.
    • Builds relationships with key internal stakeholders mainly project team and country management to facilitate the conduct of quality assurance engagements and identify appropriate areas for management support
    • Manage the development and review of partnerships agreements and contracts, ensuring they align with Plan International and donor compliance requirements.
    • Provide orientation and ongoing support to the project team and partners on Plan International and donor requirements outlined in agreements and contracts.  
    • Lead the identification of capacity building needs with regards to staff, partners and community members (where relevant) in understanding and compliance to donor and internal control procedures; provide orientation, training and ongoing support on Plan and donor related policies and procedures.
    • Provides training and technical support to project team, partners and communities on best practices with regards to finance and administrative policies and procedures.
    • Facilitates the sharing of learning, based on best practices or from different partners as well from best standards and practices on the project.
    • Interact with other quality assurance functions from local and other partner INGOs, and the donor community to exchange knowledge and learn on assurance best practices and developments in risk management.
    • Change Management, management support and learning: Influences change within and the project team to strengthen risk management, accountability and effectiveness.
    • Supports management in improving operations and to provide a platform for learning across Plan.
    • Provides practical recommendations on how to improve systems, processes, policies and controls relating to the WISE project
    • Facilitates the sharing of learning, based on best practices or from different partners as well from best standards and practices on the project
    • Provides technical support in network meetings and other organizational trainings focusing on risk management and effectiveness of the control framework
    • Provides advice to Country Management Team on systems, processes and policy reviews, in agreement with the Project Lead by developing strategies to minimize financial and compliance risks during implementation of the WISE project.
      • Relationship Management: Builds relationships with internal and external stakeholders to facilitate conduct of quality assurance engagements and exchange of knowledge on assurance best practices
      • Builds relationships with key internal stakeholders mainly project team and country management to facilitate the conduct of quality assurance engagements and identify appropriate areas for management support
      • Interact with other quality assurance functions from local and other partner INGOs, and the donor community to exchange knowledge and learn on assurance best practices and developments in risk management
    • Dealing with Problems
      • Working across a large geographical area and multiple districts/municipalities with different languages that require strategic choices to be made on the prioritization of assurance needs to be addressed
      • The role will work with the WISE project team, Country Management Team, , Plan International Canada. This places a requirement for the development of excellence working relationships and communication that is greater than in more regular management relationships
      • Deciding which assignments to prioritize given the many competing assurance needs of the various stakeholders of the project
      • Finding effective assurance solutions to varying and rapidly changing risk levels of the project.

    Knowledge, Skills and Behaviours Required to Achieve Role’s Objectives

    Knowledge and Experience:

    1. Master’s degree in Finance, Accounting, Auditing or its equivalent, with Part II Professional Qualification;
    2. Extensive practical experience of at least five years in financial management, compliance, and risk management / risk-based auditing;
    3. At least 3 years’ experience in similar position with a recognized institution preferably an International NGO
    4. Knowledge and experience working with international donor guidelines and compliance requirements in the development sector, such as Global Affairs Canada, USAID, United Nations, etc.
    5. Knowledge and understanding of Ghanaian financial legal and regulatory requirements
    6. Experience developing and reviewing contracts and partnership agreements
    7. Experience in developing and delivering capacity development and mentoring to project teams and partners, specifically in the areas of financial management, compliance and risk management;
    8. Knowledge of project cycle management and program implementation is an added advantage;

    District Coordinator (IPADEV)

    Role PURPOSE

    To support the implementation of the I-PADEV Project activities in the West Mamprusi and Jasikan Municipalities to create a resilient and protective environment both at home and at school for better health and learning outcomes for children.

    Accountabilities

    Functions as per requirements of the People & Culture Strategy.

    • Facilitates and supervises project activities in the schools, health centers and communities in the 10 IPADEV communities in the District.
    • Works with key partners to ensure assigned communities achieve ODF status
    • Coordinate robust analysis and understanding of Health, WASH and Education policy and political contexts in which IPADEV project will work in each District.
    • Coordinates the implementation of IPADEV Gender Equality and Influencing Strategy which aims to ensure key partners have the tools, skills and capacities to fulfil core WASH gender standards across the beneficiary regions
    • Coordinates the preparation and submission of progress reports relating to the implementation of the Gender and Influencing strategy on WASH
    • Works with the IPADEV team to regularly review and evaluate project activities and shares lessons learnt with Project Manager.
    • Coordinates monitoring and supervision support for the District, Water and Sanitation, Ghana Education Service, Ghana health service and Environmental health Teams at the District.
    • Contributes to the collection and documentation of best practices and lessons learnt from project implementation and to disseminate results to local stakeholders according to Plan International Ghana guidelines.
    • Undertakes regular field visit to project communities to provide technical support to Natural leaders, Caregivers, Teachers, Water and sanitation committees, opinion leaders, NGOs/CSO’s, etc.
    • Works with the Monitoring and Evaluation Specialist to adapt and develop practical tools and procedures to facilitate project monitoring and manage decision-making.
    • Assists the Project Manager to prepare progress reports.
    • Provides support to training of the Natural Leaders/WSMT members to update and adapt IPADEV concept.
    • Establishes close collaboration with District Assembly, GHS, GES, EHSD, DWST and other NGOs in the district.
    • Ensures that the project is accountable to all relevant stakeholders, by making program results and information readily available.
    • Participates in project review meetings, workshops and training. When required, prepares and makes presentations at meetings, workshops and conferences.
    • Performs any other duties to be assigned to support the achievement of organizational goals.

    Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.     Alumni Network Coordinator

    ROLE PURPOSE

    The Alumni Network coordinator will support Ghana’s influencing agenda by engaging former sponsored children and program participants who are 18 years and above and carried out activities in line with Plan International Ghana’s new country strategy and the mission and vision of the organization.

    DIMENSIONS OF THE ROLE

    Alumni Engagement & Influencing

    • Help amplify Plan International’s purpose and contribute to achieving Ghana’s target of 100 million reasons through social media advocacy/campaign and offline activities.
    • Support and shape the activities of the alumni network to influence policy change that advances opportunities for young people and equality for girls.
    • Act as key point of contact and liaise with former sponsored children and program participants and keep track of their activities.
    • Ensure up to-date database of the alumni network with relevant data of members
    • Develop a strategy to reach out to former sponsored children and program participants/club members who are 18 years and above and onboard them to the alumni network.
    • Help set up “PU alumni chapter” across the various operational areas/program units of Plan International Ghana.
    • Ensure effective participation of alumni in youth-led activities/projects in sponsorship communities.
    • Liaise with the sponsorship coordinators and community facilitators at PU level and put in place mechanism to ensure smooth transition on-boarding of graduated Sponsored children to the alumni network.
    • Share update on alumni activities in Ghana with the Regional Alumni Coordinator.

    Innovation & Initiatives

    • Help develop innovative campaign/advocacy activities to help address issues relating to children and gender equality.
    • Prepare and submit yearly alumni activities with budget to the sponsorship manager for consideration in the organization’s fiscal year and budgeting.

    MEL Coordinator

    PURPOSE

    Plan International in partnership with Instiglio and the Jacobs Foundation will implement the Education Outcome Fund Programme (EOF) under the Ghana Accountability and Learning Outcomes Programme (GALOP). The programme aims to improve the quality of education in low performing basic education schools and strengthen education sector equity and accountability in Ghana. The Programme will run for a period of 4 years and will be implemented across 3 regions in Ghana (North East, Savana and Bono East) and 11 districts. The Project will support a total of 240 communities/schools.

    The Monitoring, Evaluation and Learning Coordinator (MELC) will support the implementation of project Monitoring, Evaluation and Learning plans. The MELC will play a vital role in supporting the Ghana Programmes by supporting reporting to project funders and the ongoing generation of evidence on the efficacy and impact of the Team Up project. This is a key support role, suitable for candidates who wish to develop their Monitoring, Evaluation and Learning skills in a fast-paced environment.

    The program departments of Plan Ghana Offices have MERL units whose purpose is to improve program quality and accountability through supporting and implementing high quality MERL in programs and projects, and, to provide evidence for programme design, planning and effectiveness.

    The MEL Coordinator is a member of the MERL unit of PIG. The role of the position is to contribute to ensuring programme quality and accountability at project level.

    Dimensions of the Role

    The MEL Coordinator will report to the MEL Specialist for the Team Up project. The post holder will support field staff and the project team to monitor project activities and timely delivery of monitoring data and reports. The post holder will interface and support project team members and programme coordination. The role requires strong facilitation and organisational skills along with the ability to analyse and communicate complex information to all staff, partners and other stakeholders. The role also involves analyzing raw data and producing analysis reports for Plan International which requires constant communication with the MEL Specialist, Education Specialist and Project Manager. The MEL Coordinator will represent the Project during field visits for monitoring and stakeholder engagement purposes.

    Accountabilities

    The job holder will have the following responsibilities:

    • Support the finalization and validation of Performance measurement frameworks with relevant stakeholders
    • Support the integration of indices designed as composite measurements that aggregate, rank and summarize multiple indicators and data points
    • Support the development of qualitative and quantitative monitoring tools
    • Conduct project monitoring inclusive of tool design and development; data collection, cleaning and compilation; analysis, validation and sharing with relevant stakeholders
    • Support the establishment and maintenance of Management Information System to systematically collect, store and analyse output and activity information
    • Support the conduction of project external evaluations inclusive of developing Terms of Reference and ensuring consultants deliver high quality reports (support in verifying the methodology, the relevance of the tools, and the quality of the report submitted) and value for money
    • Supporting relevant staff to monitor and manage Regional/District/Project Coordinator monitoring plans, targets and performance
    • Coordinate the daily data collection efforts of Regional/District/Project Coordinators by providing technical assistance with regards to mobile data collection and the Monitoring and Evaluation Plan
    • Provide regular update to project team staff on the progress of data collection at the regional and district level, with the aim of monitoring the performance of data collectors
    • Providing the MEL Specialist with operational and contextual information on MEL, as necessary
    • Working with the MEL Specialist to prepare Quarterly Monitoring Reports.
    • Responding to ad-hoc requests for report running as required by the wider Plan International Ghana team, through the MEL Specialist
    • Continuous analysis of the accuracy of monitoring data coming through Salesforce/ Performance Management System from field and project staff
    • Setting up mobile data collection software, including setting up new users and deleting inactive users

    Dealing with Problems:

    Analysis of data and draw conclusions thereof – mainly for M&E management and reporting. Regular review of control processes to minimize risk to the organization. Work independently with minimal supervision. Analyses of data, qualitative indicators and reported issues to determine key risks, adverse trends and the appropriate corrective measures. Resolve problems and thinking immediately. Provide training on Monitoring to other programme staff and address data collection issues on the field and the country office within tight deadlines.

    District Coordinator (EOF)

    PURPOSE

    Plan International in partnership with Instiglio and the Jacobs Foundation will implement the Education Outcome Fund Programme (EOF) under the Ghana Accountability and Learning Outcomes Programme (GALOP). The programme aims to improve the quality of education in low performing basic education schools and strengthen education sector equity and accountability in Ghana. The Programme will run for a period of 4 years and will be implemented across 3 regions in Ghana (North East, Savana and Bono East) and 11 districts. The Project will support a total of 240 communities/schools.

    The Lead District Coordinator will work with the Regional Coordinator and Project Coordinators on all community level activities, including monitoring, stakeholder engagement, and working with parents to ensure pupils’ regular participation in Programme activities. The Lead District Coordinator will play a key role in ensuring teaching and learning activities take place at the school/community level as planned. The jobholder will support the CPD of project facilitators and support their mentoring.

    Dimensions of the Role

    The Lead District Coordinator will work with stakeholders at the districts/municipal and community level to support the implementation of the Project’s activities to support learning outcomes for out of school and in-school student. The Lead District Coordinator will be responsible for coordinating quality programming and results, financial management and compliance, stakeholder and partner relations, and donor deliverables at the district and community level.

    He/she will coordinate the establishment of Accelerated Learning Programme and school Remedial sessions in the region. He/she is responsible for program planning, implementation, and reporting in compliance with donor and government agreements. The post-holder will be based in North East, Bono East/ Savanna Region and travel to project communities where the project operates.

    The job holder will be able to support the CPD of teachers and school management and supervision. It is expected the lead district coordinator will conduct regular monitoring on lesson delivery, teaching quality, as well as tracking enrolment and attendance of beneficiaries.

    Accountabilities

    Community Engagement and Project delivery

    • Responsible for communities’ involvement and the implementation of project activities in the designated districts
    • Provide CPD support to Project facilitators and follow up on their teaching needs
    • Conduct regular lesson observations of teachers
    • Arrange and implement animation for CBE programme in conjunction with the Ghana Education Service, the Complementary Education Agency and the District Assemblies,
    • Coordinate 6 Project Coordinators to strengthen School Management Committees and Parent Teacher Associations to engage selected schools to establish a more inclusive, resourceful and informed support network for parents
    • Secure venues for events and activities of project at the district and community level
    • Deliver all forms of invitations to stakeholders both at district and community level
    • Mobilize students for after school sessions 
    • Support Regional Coordinators and Project Coordinators on other Programme activities
    • Engaging with GES, Municipal Assembly, traditional authorities and school authorities when requested.
    • Identify and work with local service providers to deliver school snacks

     

    Monitoring and Reporting

    • Support tracking the progression of pupils as they transitioned to the next level of education
    • Conduct routine follow up visits to meet with parents and guardians whose wards have not attended school regularly
    • Undertake routine monitoring and collect school registers for attendance data entry.   
    • Support the identification of local role models
    • Conduct routine checks on school security
    • Input and collect data within time

    Staff Relation and Recruitment

     

    • Responsible for appraisal and Performance Management procedures for Project Coordinators
    • Coach and supervise Project Coordinators to ensure quality delivery and performance
    • Support Programme Manager in identification of talents and recruitment process to fill gaps in the workstream
    • Ensure close collaboration with other Programme Team members for efficient project delivery

    • 4 years of experience of working in community engagement and/or communications, and on educational projects.

    Accounts Officer

    PURPOSE

    The Project Accountant Assistant will support the Project Accountant in the coordination of project financial and accountant related activities required for the implementation of the Team Up Project. Under the direction of the Project Accountant, the position holder would assist in the day-to-day activities of planning, managing, coordinating, and superintending operations, support, monitoring and reporting tasks. The post-holder will be based in the Tamale office and the role will involve travel to project communities where the project operates for approximately 40% of her/his time.
