    Communication Specialist

    Scope Of Role

    • The Support to the Transformation of TVET in Ghana project aims to support the reforms of Technical and Vocational Education and Training (TVET) in Ghana in collaboration with the Ministry of Education, the Commission for TVET, the TVET Service, TVET Institutions and other private and public sector stakeholders. It is commissioned by the German Federal Ministry of Economic Cooperation and Development (BMZ).

    Tasks

    • Coordinates, implements, monitors, and reports on the communication strategy and operational visibility plan.
    • Creates and updates a national media file and writes and sends out press releases, compiles information materials for the media (basic material and for specific occasions) and distributes these systematically in line with the target group’s needs.
    • Further implements the TVET project’s communication strategy on internal and external communication, systematically plans and manages communication (incl. public relations) activities.
    • Ensures standards according to developed and agreed guidelines for TVET project and GIZ communication work.
    • Cooperates and consults with other programme’s partners, especially EU, CTVET, TVET Service and the Ministry of Education.
    • Manages all online (social) media for the programme including the website; manages content and provides input as well as editorial support; advises on the online presentations of the project.
    • Supervises the display of communication material in GIZ offices.
    • Develops suitable communication instruments (e.g. brochures, fact sheets, advertising material, PowerPoint presentations, newsletters).

    Qualification Required & Experience

    • BA/MA or comparable qualification in the field of communication / PR / Marketing or similar.
    • At least 5 years professional experience in the field of corporate communication (media and PR work, journalism, internal communication, marketing, lobbying or similar).
    • Strong communication skills and able to express himself/herself well.
    • Experienced with media production and has proven experience in managing corporate social media channels.
    • Editorial experience, experience in writing articles and press releases (evidenced e.g. by work samples).
    • Understanding of strategic approaches and ideally experiences in developing and implementing communication strategies/plans.
    • Very good knowledge of ICT technologies and computer applications.
    • Excellent knowledge of English (written and oral), German is an added advantage.
    • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.

    Regional Senior Finance Manager

    Scope Of Role

    • The Senior Finance manager is primarily responsible for efficiently dealing with queries about issues in his / her section, performing tasks in compliance with GIZ’s processes and rules (P+R) and ensuring that financial administration functions well in accordance with GIZ standard procedures

    Tasks

    • Advises his / her superior (TL) on questions relating to the thematic area and on issues that are relevant to different groups.
    • Responsible for coordinating all the tasks that arise in your thematic area, for the correct processing and monitoring of all payment
    • flows and for ensuring the supply of funds to the programme, in consultation with the relevant sectoral division(s) and the country
    • office. Identifying and assessing commercial risks plays an important role in this context. You also assist in the preparation of grants,
    • construction contracts and local subsidies, as well as in the training of recipients if necessary.
    • Formulate solutions for complex and fundamental issues, draft documents that facilitate decision-making and (further) develop standardised, division-wide procedures for ensuring the quality of commercial and administrative processes in projects. Within this context, you incorporate innovations and changes and make them available for general use once they have been approved by the management team.
    • Responsible for knowledge management, such as training measures, in your thematic area.
    • In consultation with the country director or your line manager, you use your contacts both to act as a point of liaison for all matters in your specialist field and to strengthen alliances and cooperation arrangements on behalf of the company.
    • In your role you assume management responsibility for at least six staff members (in bands 1 to 5), with due regard for P+R and GIZ's applicable HR policies, instruments, and procedures.

    Qualification Required & Experience

    • At least a master’s degree or professional qualification accounting, finance, business administration, economics, or similar area
    • Finely tuned organizational skills and ability to work on one’s own initiative at the conceptional level.
    • in-depth understanding of financial planning and accounting
    • Very good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
    • Confidential handling of data and information
    • Very fluent in both English and French (obligatory), German language would be an advantage

    Technical Advisor – Green Skills

    About the Role

    • The Technical Advisor is responsible for supporting the expansion and inclusion of green competencies in the competency-based training (CBT) system.
    • The Technical Advisor will support initiatives that ensure a just transition in line with the National Green Jobs Strategy and SDGs (7, 8, 13).

    Tasks

    • Assist and monitor the development and implementation of project plans and activities in close consultation with project partners.
    • Advice project partners and stakeholders on strategies to transition into green and sustainable methods, processes and lifestyles through the enhancement of green skills in curricula development.
    • Conduct capacity building of stakeholders to identify green opportunities that promote decent work and a just transition with the possibility of a multiplier effect.
    • Support implementation of national policies related to green TVET and skills development such as the National Green Jobs Strategy.
    • Support the integration of green aspects into CBT curricula.
    • Responsible for the design and implementation of workshops, seminars and other events on issues connected with the transformation of the TVET system.
    • Support cooperation, regular contact and dialogue with partners, assist with PR work and cooperate with local communities, relevant organizations, private sector, NGOs and individuals in the programme environment and with other projects to improve and maintain good working relationships.
    • Prepare reports and presentation documents, including monitoring & evaluation, success stories and best practice examples.
    • Handle other task on behalf of GIZ.

    • Advanced university degree in an area that is related to the project objectives, with a focus on a relevant field (green skills development, environment).
    • At least 5 years professional experience in a comparable position relating to implementing green skills development and environment.
    • Very good working knowledge of the TVET system, especially CBT approaches, and its stakeholders.
    • Professional experience in planning, implementation, M&E and reporting.
    • Very good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office).
    • Diligent, goal oriented, open minded and innovative, team player and ability to perform task without supervision.
    • Proficient in spoken and written English; a working knowledge of German is an asset.
    • Strong interpersonal skills, work experience in an intercultural environment, strong managerial, organisational, and social competence.
    • Very strong communication skills and ability to engage stakeholders and facilitate networking.

    Technical Advisor – WEL

    Scope Of Role

    • The Technical Advisor is responsible for supporting the expansion and mainstreaming of Workplace Experience Learning (WEL) as an integral part of a competency-based training (CBT) system.
    • The Technical Advisor will support initiatives that ensure more training providers and industries have the capacity to support WEL and establishes partnerships between training providers and industries

    Tasks

    • Support a policy and framework for the development and implementation of WEL as an effective strategy of promoting the quality and relevance of competency-based training (CBT).
    • Support the strengthening of the relationships and partnerships between the industry and training providers for the promotion of demand-driven and practically oriented skills training.
    • Contribute to the improvement of TVET personnel to ensure they are adaptable and capable regarding the actual needs of WEL.
    • Responsible for the design and implementation of workshops, seminars and other events on issues connected with the transformation of the TVET system.
    • Support cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organizations, private sector, non-governmental agencies and individuals in the programme environment and with other projects to improve and maintain good working relationships.
    • Prepare reports and presentation documents, including monitoring & evaluation, success stories and best practice examples.
    • Coordinate relevant project activities/interventions at local level in consultation with your supervisor and in cooperation with the partners regarding implementation and organizational aspects.
    • Handle other task on behalf of GIZ.

    Qualification Required & Experience

    • Advanced university degree in an area that is related to the project/programme objectives, with a focus on a relevant field (education,
    • economics, etc.).
    • At least 5 years professional experience in a comparable position relating to implementing partnership between public and private sector organisations. Experience with Workplace Experience Learning (WEL) is an asset.
