    Chief of Party- Ghana PMI Evolve Project

    The Opportunity

    • Under the supervision of the US-based Project Management Director, the Chief of Party manages, and supervises the successful implementation of the PMI Evolve Project in Ghana, and acts as the primary liaison between the project and the local USAID mission, the National Malaria Control Program (NMCP), other government agencies completing malaria control activities, and various other malaria stakeholders in-country. The COP is required to provide overall strategic direction, operations management, technical leadership, and financial and administrative compliance for all project activities to assure vector control activities meet desired outcomes, are completed on-time, and within budget.
    • The PMI Evolve Project supports the U.S. President’s Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control strategy with the overall goal of reducing the burden of malaria while promoting equity to sustain malaria gains. Abt has implemented integrated vector control for PMI since 2011, delivering high-quality indoor residual spraying (IRS), technical assistance for insecticide-treated net (ITN) distribution and durability monitoring, and new approaches for larval source management (LSM). Additionally, Abt’s PMI-funded work manages the most comprehensive malaria vector entomological surveillance programs in 21 African countries to inform malaria vector control trends, strategies, and impact. Under the PMI Evolve Project, Abt will further its delivery of integrated vector control programs by partnering with local communities, organizations, and governments to co-design and co-implement tailored malaria vector control programs. The end goal is fighting malaria while strengthening local capacity to sustain malaria gains.

    Core Responsibilities

    • Represents Abt Associates and the Project to the PMI Advisor of the USAID Mission, the Ministry of Health, the NMCP, provincial and other key stakeholders.
    • Carries full authority and accountability for project decisions, as delegated by the US-based Project Director.
    • Sets and pursues a results-oriented program strategy in coordination with the project team and in consultation with USAID, other partners and stakeholders.
    • Leads the development and production of all deliverables, including annual country work plans, semi-annual reports, and End-of-Spray reports.
    • Ensures that all country planning activities, vector control operations, technical compliance measures, and other deliverables are achieved in a timely manner.
    • Develops and leads a capacity-strengthening plan for transferring vector control knowledge and skills to local institutions and develops important connections for assuring an increased role of local institutions in vector control (e.g., IRS campaign) planning, implementation, and monitoring.
    • Ensures that gender initiatives increase the participation of women at all levels and in all aspects of vector control programming and ensure their safety.
    • Supervises and mentors the Vector Control Manager, Technical Manager, Finance and Administrative Manager, and others as needed.
    • Ensures that staff, team members and consultants understand their roles and responsibilities and comply with contract requirements, USAID and Abt policies and procedures.
    • Oversees the development and timely implementation of monitoring plans for all project activities and ensures that data required for USAID performance benchmarks and results frameworks are produced.
    • Ensures that project budget projections, expenditure, tracking and reporting are in accordance with USAID and Abt Associates requirements, procedures and practices.
    • Ensures that lessons learned, and best practices are documented and shared.
    • Maintains regular communication with Abt Headquarters team, in regards to project updates, issues and general project management aspects.

    What We Value

    • Bachelor’s Degree + Fifteen years of relevant experience, or Master’s Degree + Twelve years of relevant experience, or PhD+ Ten years of relevant experience
    • Master Degree (minimum), or a Doctorate Degree (desirable), in Public Health/Health Administration (or other relevant health specialization) or Business Administration. Candidates with Medical Degrees are also desirable.
    • 15 years of relevant international health experience, including significant experience in the area of malaria prevention and control.
    • At least 5 years of senior project management experience in large international health projects/programs.
    • Demonstrated leadership in management skills and ability to lead and motivate multidisciplinary, multicultural teams, ranging from 10 to 50 employees.
    • Experience managing a fast paced, results-oriented, deadline-driven project.
    • Significant ability to establish and maintain effective working relationships with USAID, ministry officials, and other development partners.
    • Experience developing and communicating a project vision, aligning key stakeholders around the vision, and assuring the vision is translated into efficiently implemented program activities.
    • Strong ability to communicate and write reports and other professional documents proficiently in English.

    Director of Integrated Vector Control Programming - PMI Evolve Project

    The Opportunity

    • As the Director of Integrated Vector Control Programming, you will be responsible for ensuring a harmonized approach across country teams as they work with NMCPs, district health management teams, and local partners to execute and provide technical assistance for VC interventions. Under the PMI Evolve Project Director and supervising vector control technical leads and environmental compliance managers, this position leads the planning and implementation of vector control activities across the project, identifying cost efficiencies for streamlining VC planning, developing tools and job aids that enhance quality of planning, training, implementation and monitoring of vector control activities for local teams. This position is considered key personnel on the PMI Evolve project, works as part of the project Senior Management Team (SMT) and will be regionally based in Accra, Ghana.

    Core Responsibilities

    • Provides leadership, oversight, and is responsible for the integration of all vector control activities (IRS, ITN, LSM) and environmental compliance.
    • Oversees technical assistance to country project teams and ensures activity schedules are adhered to and implementation meets PMI, global, and local Ministries of Health standards.
    • Strategizes improvements and implementation efficiencies for insecticide-treated net (ITN) distributions, indoor residual spraying (IRS) campaigns, the development of new techniques for larval source management (LSM), and testing and evaluating additional new malaria vector control approaches as approved by national governments and the World Health Organization.
    • Leads the development of new models for implementing VC Activities, tailored to country needs, data-driven trends, and specific budget requirements (e.g., emerging vectors, insecticide resistance profiles, climate patterns, etc.)
    • Develops best practices and standards for vector control interventions and the in-country management of warehouses, supply chain, and stores.
    • Oversees the preparation of country resource quantifications, procurement needs assessments, and activity schedules for the annual work plans of countries implementing indoor residual spray (IRS) operations or insecticide treated net (ITN) activities and ensures coordination in the field between IRS and ITN teams.
    • Work in coordination with the Capacity Strengthening Director to enhance National Malaria Control Programs competencies in managing, designing, planning, training, supervision, and monitoring of vector control campaigns.
    • Provides thought leadership on integrated vector control and emerging best practices to global forums through participation and presentation of abstracts in vector control and scientific conferences.

    What We Value

    Regional Technical Advisor- PMI Evolve Project (Ghana-based)

    The Opportunity

    • As the Regional Technical Advisor (Scientist Principal) , you are recognized both within and outside the organization as a thought leader in Entomological Monitoring. Under the supervision of the PMI Evolve project Technical Director, the Scientist Principle/ Regional Technical Advisor will provide support to the project’s entomological surveillance activities in multiple countries and will guide country technical managers in the collection of data on key entomological indicators, analysis and interpretation of entomological data. This position will be regionally based in Accra, Ghana.

    Core Responsibilities

    • Support PMI Evolve project countries in the preparation of annual comprehensive entomological monitoring workplans and budgets.
    • Provide technical oversight, continuous support and ensure that entomological monitoring activities are conducted in accordance with WHO and CDC guidelines and best practices.
    • In collaboration with country project teams and entomology coordinators identify and select sub-contracts and consultants for entomological monitoring support and help in the development of SOW (scope of work) when deemed necessary in the project countries.
    • Work closely with project countries to identify gaps related to materials, test kits, insecticide impregnated papers for both adult and larval testing and other items needed for successful implementation of comprehensive entomological monitoring activities particularly those items that need to be procured internationally and follow up the procurement process and timely delivery of these items.
    • Support project countries in the analysis and write up of entomological monitoring reports.
    • Review the content of entomological monitoring reports for technical accuracy.
    • Advise USAID/PMI and counterparts in planning and implementation of integrated vector control based on evidence generated by the project and other partners.
    • Support project countries to develop national entomological monitoring plans and to mobilize resources to help strengthen entomological monitoring activities.
    • Support capacity assessment and capacity strengthening, in coordination with the PMI Evolve Capacity Strengthening Director, to enhance entomological institution and National Malaria Control Programs competencies in managing, planning, training, supervision, monitoring and reporting on entomological monitoring activities.
    • Publish findings of entomological monitoring project in peer-reviewed journals, share lessons learned and best practices in national, regional and international forums and contribute to the national and international vector control information pool to influence policies.
    • Support the development of protocols, SOPs, training materials and best practice reports.
    • Support the development, implementation and analysis of Operational Research

    What We Value

    • Master’s degree (minimum), Doctorate degree (desirable), in Medical Entomology or Immunology and Infectious Diseases.
    • At least 10 years of experience in integrated vector control management
    • At least 5 years of project management experience in international health projects/programs.
    • Experience in regulatory and operational aspects of vector control methods and management
    • Demonstrated leadership in management skills and ability to motivate multidisciplinary, multicultural teams, ranging from 5 to 25 employees.
    • Demonstrated ability to work with minimal direction and supervision.
    • Demonstrated ability to work as a member of a team with the ability to accept the inputs of other team members
    • Good management and planning skills of project tasks
    • Produces high quality work in a timely, cost-effective manner, and has excellent writing skills
    • Excellent organizational, interpersonal communication and computer skills
    • Experience with USAID and donor projects is highly desirable.
    • Demonstrated ability to communicate, and write reports and other professional documents in English.
