    Monitoring & Evaluation Coordinator (BE SMART)

    Dimensions of Role:

    Financial measures or statistics relevant to post such as budget; list of direct and indirect reports

    • Area of Responsibility – Be Smart project in Schools, and Communities in Upper Manya Krobo, Akwapim North and Jasikan Districts of the Eastern and Oti regions.
    • Responsible for the implementation of community-based monitoring and feedback systems
    • Responsible for ensuring all monitoring and evaluation activities are conducted in line with Plan International’s child protection/safeguarding and ethical principles and promote accountability to beneficiaries
    • Focal point for data collection and entry at the Project Level
    • Member of MER unit and of the Project team
    • Works with project manager and other project team members to undertake all M&E related activities

    Typical Responsibilities - Key End Results of Position:

    • Ensures that project results are achieved and reported on through the project’s M&E system
    • Supports Project Manager to facilitate the design, work planning and management of the Be Smart Project in the Eastern and Oti Regions.
    • Under the direction of Project Manager, ensures that government partners and community volunteers in delivery of all project related M&E activities.
    • Ensures that relevant information regarding M&E, including any Terms of Reference for Baselines and End lines are discussed with Project Manager and shared with the CO MER Manager, and that sufficient time is included in planning to allow all relevant partners to input.
    • With support from MER Manager, ensures that all the reviews and the evaluations planned for the fiscal year (FY) are implemented to support the Be Smart project.
    • Ensures that the consultants recruited for MER provide good quality results (support in verifying the methodology, the relevance of the tools, and the quality of the report submitted) and value for money.
    • In coordination with the CO M&E team and other Specialists initiate and finalise data collection tools when necessary for the project to support timely MER activities
    • With support from MER Manager provide trainings on M&E and data collection tools (including MIS) to project staff and other relevant stakeholders.
    • Set up and maintains information system for Be Smart project and ensure quality MIS data collection
    • Supports the Project Coordinators to prepare all donor required reports in a quality and timely manner.
    • Ensures that project reports for Be Smart project are timely recorded in PMERL
    • Ensures that reports are disseminated/ distributed as practically appropriate to partners, communities and all relevant stakeholders.
    • Ensures that best practices and lessons learnt are documented and shared for learning.
    • Supports institutional learning and facilitate experience sharing within the PIIAs, CO and NO.
    • Incorporates best practices and lessons learnt in the quarterly and other reports to support program quality
    • Puts in place a mechanism to collect best practices and lessons learnt from the programme implementation
    • Contributes to update the program strategies from the lessons learnt and best practices
    • Supports Project staff with the development of monitoring tools and their usage to support quality monitoring
    • Ensures Gender is mainstreamed in all Be Smart related activities and maintain gender sensitivity towards staff and Plan associates to avoid gender discrimination.
    • Ensures Disaster Risk Reduction (DRR), Child Protection and Gender is well integrated in all project training activities.
    • Fulfils Plan’s Child Protection Policy at all times to ensure children are protected from all forms of abuse.
    • Performs any other duties to be assigned to support the achievement of organizational goals

    Qualification Required & Experience

    • First degree in demography, measurement, planning, monitoring & evaluation, development studies, social sciences or other relevant field. At least 3 years’ experience in program planning, monitoring, evaluation or research
    • Knowledge of Child protection, SRHR and education related programming in the development sector is an advantage
    • At least 3 years experience working with INGOs and managing a donor related funded project
    • In-depth knowledge of the processes, procedures and systems in project planning, management, monitoring and evaluation.

    Skills:

    • Skills for the design, entry, analysis of excel tables, access as well as for Microsoft word and PowerPoint
    • Experience of SAP, PMERL an advantage
    • Experience in community based and child friendly monitoring and evaluation practices
    • Good in Microsoft word, excel, SPSS and other data processing tools
    • Solid writing skills (report writing etc.)

    Monitoring, Evaluation & Learning Coordinator (WISE)

    Dimensions of Role:

    • The MEL Coordinator will support the accountability for developing and implementing the project’s MEL system, support the provision of capacity development in M&E to local organizations, and developing and implementing the project’s knowledge management system, all with the ultimate objective of improving program effectiveness.

    Typical Responsibilities - Key End Results of Position:

    • Support the monitoring and evaluation system, tools and processes development
    • Support the finalization and validation of Performance measurement frameworks with relevant stakeholders
    • Support the integration of indices designed as composite measurements that aggregate, rank and summarize multiple indicators and data points.
    • Support the development of qualitative and quantitative monitoring tools suited to the needs and capacities of WROs operating at different levels.
    • Conduct project monitoring inclusive of tool design and development; data collection, cleaning and compilation; analysis, validation and sharing with relevant stakeholders.
    • Support the establishment and maintenance of Management Information System to systematically collect, store and analyze output and activity information.
    • Support the conduction of project baseline and endline studies inclusive of developing Terms of Reference and ensuring consultants deliver high quality reports (support in verifying the methodology, the relevance of the tools, and the quality of the report submitted) and value for money.

    Qualification Required & Experience

    • Advanced degree in statistics, measurement, planning, monitoring & evaluation, development studies, Social science, or other relevant fields.
    • A minimum of 4 years’ experience in program planning, monitoring, evaluation, learning and research of development projects.
    • Good understanding of results-based management tools and approaches
    • Demonstrable good experience in developing and implementing MEL systems, inclusive of Management Information Systems
    • Good knowledge of the processes, procedures and systems in project planning, management, monitoring, evaluation and reporting.
    • Good experience in leading quantitative and qualitative tool design and data collection techniques, statistical analysis, and data presentation and validation of results.
    • Knowledge in women’s economic empowerment programming and working with different stakeholders (the private sector, government and non-profit organizations) is an advantage.

    Program Coordinator SPIIA

    Role PURPOSE

    • The Programmes Coordinator role will coordinate, integrate and support the implementation, monitoring, and evaluation of the Country Strategy, programmes/Advocacy/influencing, projects (including sponsorship) at PIIA level. The role will engage multiple actors at various levels including programme design, planning, implementation and MELS at community, district, regional and programme Influence and Impact area.

    Dimensions of the Role

    • Area of Responsibility – Regions/District(s) / Municipalities / communities within a designated Programme Impact and Influencing Area (PIIA).

    Accountabilities

    Programs and Projects:

    • Develops and maintains good professional relations with key actors including governmental and other partners at the community, district and regional levels, organizations/institutions intervening in the development process to ensure effective stakeholder involvement and PIIA;
    • Facilitates building of partnership, networks, coalitions and alliances with other stakeholders at all levels to increase program effectiveness and maintaining a well-coordinated, strong partnerships/team for successful project/programme implementation
    • Facilitate the gathering of relevant information, data and development of project strategies for the development of PIG’s relevant SPAD/FAD for implementation and be responsible for the creation of project/programme outlines in the relevant systems
    • Facilitate the planning, design, implementation and Monitoring, Evaluation, Learning and Sharing (MELS) of projects/programmes with stakeholders and using the appropriate corporate systems (PMERL) to capture such projects/programmes
    • Ensuring that that there are adequate resources/tools/logistics and materials to execute projects and programmes funded by PIG
    • Ensure the effective mobilization, consultation and involvement of stakeholders, beneficiaries, communities for the effective delivery of project activities
    • Ensuring up-to-date comprehensive documentation of project/programmes and presenting comprehensive reports for management/donor among others and ensuring that all documentations and reports are appropriately captures in Plan International’s inc corporate systems
    • Maintaining and monitoring project/programme plans, schedules, budgets and expenditures and using the appropriate corporate systems to track and report on all these indicators.
    • Facilitate annual review meetings and other relevant project/programme meetings with all relevant stakeholders
    • Ensure that PIG becomes the most recognized voice for all child rights related issues (especially girls) and mainstreamed all Plan International Inc values in all engagements and work.
    • Represent the Program Impact and Influencing Area (PIIA) on relevant regional/municipal/District/community level committees, in meetings, and through other relevant platforms in the region/Districts and act as the link between Plan International PIIA and relevant units at all levels.

    Qualification Required & Experience

    • At least, First Degree in Social Sciences, Social Work, Development Studies or its equivalent.
    • At least 3 to 5 years experience in frontline role in development work.
    • Experience in the NGO sector preferably with child-related development issues, would be an advantage.

    Finance and Grants Compliance Specialist

    Dimensions of Role:

    • Financial measures or statistics relevant to post such as budget; list of direct and indirect reports
    • The Finance and Compliance Sub-Grant Specialist’s role within this team will be to monitor and provide grantee support on financial management and contractual compliance to local women’s rights organizations. The Finance and Compliance Sub-Grant Specialist will focus on financial management and compliance capacity development to multiple women’s rights organizations and sub-grant recipients.
    • The position is based in Accra, within a Plan International Office and in addition requires extended travel to Plan field offices (up to 50%).

    Typical Responsibilities - Key End Results of Position:

    • Grants Planning, Delivery, and Control: Responsible for coordinating and overseeing all financial and compliance aspects of grant funding, disbursement, management and reporting for women’s organizations.

    Expected Outcomes:

    • In collaboration with women’s organizations, contribute to the design of the grant mechanisms and processes from a financial and compliance perspective.
    • Support the development of grant agreement templates and review agreements with women’s organizations to ensure alignment with compliance requirements.
    • Support the development of financial aspects for grant application forms, instructions, and guidelines in a participatory approach with women’s organizations.
    • Support in the planning, design and presentation of financial and compliance information sessions for women’s rights organizations to encourage applications, guide them through the application process, and address any queries, etc.
    • Participate in the review of grant applications with a focus on budgets and financial management and compliance capacities of grant recipients.
    • Coordinate preparation of budget templates, reporting requirements, and monitoring of grant periods and close out of the grant awards.

    Financial Management, Analysis, and Compliance: Direct support provided to women’s organizations to manage funds effectively in line with granting and compliance requirements.

    Expected Outcomes:

    • Support women’s organizations with financial management, grants and compliance tools, templates, and best practices to effectively execute their grants.
    • Perform thorough reviews of women’s rights organizations financial reports and related supporting documentation to demonstrate accountable use of funds.
    • Carry out compliance reviews and project audit processes of women’s organizations to ensure donor compliance and grants are well positioned for audits.
    • Identify areas of risk by providing regular analysis of financial health of the grant portfolio against standard key performance indicators (KPIs).
    • Develop and implement strategies to minimize financial risk.
    • Maintain an up-to-date tracker for women’s rights organizations expenditures and advances.
    • Ensure grant budgets and forecast are developed, implemented and monitored.

    Qualification Required & Experience

    Knowledge and skills

    • MBA in Finance and related field
    • Fluent in oral and written English.
    • Progressive experience in financial reporting and analysis.
    • Excellent computer skills using Microsoft Office, Internet and databases.
    • Coaching & mentoring skills for building project the capacity of women’s rights organizations on quality financial management and compliance.

    Experiences

    • Minimum of 5years’ experience in finance, accounting, grants analysis
    • Progressive experience in financial reporting and analysis, risk assessment and mitigation.
    • Proven experience in developing financial and program management tools and processes, including financial reporting budget guidance, work plans and monitoring templates.
    • Solid understanding of compliance requirements of donor government agencies such as Global Affairs Canada; multilateral agencies (UNICEF, AfDB, etc.) and/or charitable organizations / Foundations preferred.
    • Experience leading or participating in financial audits.
    • Hands on experience reviewing complex contracts and agreements.
