    Head of Programming I - Ghana

    Job Summary:

    • As a member of the Country Program (CP) Senior Management Team, you will provide strategic direction, leadership, and management of the CP’s programming to ensure the establishment and successful implementation of high-quality programs serving the poor and vulnerable. Your leadership, management and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its programming. As part of the Senior Management Team, you will proactively manage security and mitigate security risks.

    RESPONSIBILITIES
    Roles and Key Responsibilities:

    • In collaboration with the Country Representative (CR) provide strategic direction for the design of the CP strategic frameworks and plans, including the development of resource mobilization strategies to optimize the impact of programming interventions in line with regional and agency strategic priorities.
    • Lead high-quality project design incorporating project management standards and MEAL methods, appropriate to scope, context, and technical requirements of projects. Coordinate planning of activities across various projects from different sectors to ensure integration of program interventions and efficiency in implementation.
    • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance assessment for direct reports. Contribute to developing staffing plans for projects and to the recruitment process of senior project staff.
    • Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Promote accountability, learning and knowledge management overseeing implementation of the MEAL policy, as well as cross-sectoral and cross-department learning.
    • Coordinate with CP operations leads to ensure appropriate project budgeting and efficient use and stewardship of project material sources.
    • In coordination with resource mobilization staff oversee the business development cycle to ensure quality proposals per agency and donor standards.
    • Oversee the identification, assessment and strengthening of appropriate partnerships and the appropriate application of partnership concepts, tools, and approaches.
    • Ensure technical assistance and capacity strengthening for project teams and partners in project management standards and related MEAL, business development and operational activities. Identify training opportunities, develop training curriculums, and deliver trainings.
    • Represent CRS in meetings with Church and Caritas officials, NGOs, Government Ministries, donor representatives, diplomatic missions, and other external engagements.
    • Support and guide sector influence and country program local leadership agenda.
    • Ensure effective close out of projects and the proper start up of new ones in line with CRS standards.
    • Provide strong staff management of teams in remote locations and promote compliance and accountability.

    QUALIFICATIONS
    Basic Qualifications

    • Master's Degree in International Development, International Relations, or relevant field.
    • Minimum of five years of relevant field-based program management, at least three years of middle/senior management experience.
    • Experience in the development of successful proposals, reports, strategic alliances, project design, project management, and monitoring and evaluation.
    • Experience in partner capacity strengthening, staff development, training, and mentoring, as well as in team building and strategic planning initiatives. Experience working with Church partners a plus
    • Experience in community development, community mobilization, or similar grassroots, self-help initiatives.
    • Experience in project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc., preferably for projects funded by multiple public donors, including USAID.
    • Experience with successful business development activities capturing public and/or private donor funding.

    EMPOWER West Africa Coordinator (Program Manager II)

    Job Summary:

    • The EMPOWER West Africa Coordinator will manage and provide technical oversight and strategic leadership of the development and implementation of all EMPOWER West Africa programming, ensuring effective systems and processes are in place that support high-quality programming advancing CRS’ work in serving the poor and vulnerable. Your management skills and knowledge will ensure that EMPOWER West Africa delivers high-quality programming and continuously works towards improving the capacity of participating Local Humanitarian Actors to lead emergency preparedness and response activities in their respective countries.

    RESPONSIBILITIES
    Roles and Key Responsibilities:

    • Provide management, guidance, and technical oversight of EMPOWER West Africa, including its rapid response funding mechanism, throughout the project cycle to ensure project design, start-up, implementation, financial management, reporting, and close-out are in line with CRS program quality principles and standards, donor guidelines, and industry best practices.

    • Lead the development of program learning and identify opportunities for learning, research and publications in the area of emergency partner capacity strengthening and humanitarian localization. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Ensure integration of innovations and best practices.
    • Contribute to the proactive pursuit of opportunities for new funding to ensure growth of EMPOWER West Africa’s multi-donor portfolio in line with agency, regional, and participating organizations’ strategic priorities. Serve as the technical lead and technical writer to ensure quality proposals for EMPOWER West Africa meet agency and donor standards. Contribute to budgeting and staffing plans and activities for proposals.
    • Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources. Review and analyze project finance reports and take necessary steps to ensure proper management and utilization of project budgets; develop budget modifications, as necessary.
    • Represent EMPOWER West Africa in the EMPOWER Steering Committee and contribute to CRS’ global learning agenda on and advancement of humanitarian capacity strengthening.

    QUALIFICATIONS
    Basic Qualifications

    • Master's Degree in International Development, International Relations or related field required. Additional experience may substitute for some education.
    • Minimum of 5 years in relevant field-based project management experience required, with preferably at least 2-3 years working complex emergencies in partnership with local humanitarian actors.
    • Experience in managing moderately complex projects preferably with an international NGO.

    Required Languages 

    • English and French oral and written language proficiency required, with excellent English writing skills and capable of conducting trainings, writing reports and proposals, holding meetings, conducting interviews and communicating with LHAs in both English and French.

    EMPOWER West Africa Grant Accountant and Emergency Finance Technical Advisor I

    Job Summary:  

    • The EMPOWER West Africa Emergency Grant Accountant and Emergency Finance Technical Advisor I (Emergency Grant and Finance TA) will provide technical advice and accompaniment to local organizations participating in the EMPOWER West Africa program on a range of program design and implementation issues in the area of emergency response resource stewardship, financial accountability and financial risk management.  You will support participating organizations to strengthen their institutional capacity of financial management systems, processes, and practices to advance the delivery of high-quality programming to the poor and vulnerable. As a part of the EMPOWER team, you will help coordinate and contribute to the implementation of EMPOWER West Africa project policies and procedures in compliance with CRS’ established accounting standards, GAAP, donors’ rules and regulations, and legal requirements to support high-quality programs serving the poor and vulnerable. You will efficiently perform accounting services through documenting the EMPOWER West Africa financial transactions by compiling, analyzing, and verifying account information, preparing account entries, and delivering financial reporting services throughout the EMPOWER West Africa life cycle.

    RESPONSIBILITIES
    Roles and Key Responsibilities: 

    • Develop and monitor sound financial accounting and reporting procedures for the LHA rapid response funding mechanism sub-recipients and participating organizations following established standards. Manage the development and maintenance of all data necessary to process financial transactions for assigned the LHA rapid response funding mechanism accounts in the financial accounting software, supporting timely, high quality disaster relief assistance to impacted communities served by participating organizations.
    • Monitor disbursement/receipt schedules for LHA rapid response funding mechanism sub-recipients, alert relevant EMPOWER West Africa project staff of due payments/liquidations and maintain appropriate communication and follow-up to facilitate timeliness of financial resource management and compliance with set deadlines.
    • Provide technical assistance and lead capacity strengthening activities for EMPOWER West Africa participating organizations on emergency financial processes. Capacity strengthening may be achieved through remote or on-site trainings, workshops, learning events, peer-to-peer exchanges, simulations, coaching, and on-the-job training.
    • Assess, evaluate and monitor participating organizations’ financial management processes and provide capacity strengthening on financial accounting and transactions, effective budget development and management, finance policies and regulations, internal controls, financial projections and reporting procedures, ensuring accuracy and consistency of financial data and safeguarding of resources.
    • Assume a direct support, management or leadership role during emergency responses via remote or on-site secondment to participating organizations, as needed/requested. 
    • Review and validate a sample of supporting documentation to ensure required documents are accurate and complete and authorizations are in place.
    • Record financial transactions following appropriate authorizations. Review and analyze various accounts to detect irregularities. Advise on corrective actions and prepare correcting entries and adjustments, as necessary.
    • Prepare various periodic and ad hoc financial reports and perform variance analysis to assist EMPOWER West Africa project staff with decision-making. Assist with budget revisions as needed.
    • Perform assigned treasury EMPOWER West Africa project (cash payment/receipt, cash forecast, etc.) duties, as long as segregation of duties is ensured.

    QUALIFICATIONS
    Basic Qualifications 

    • B.A. degree in Accounting, Finance, Economics, Business Administration with courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent), Master's Degree preferred. A professional certification in Accounting or a related field highly preferred.
    • Minimum of three years relevant work experience with progressive responsibilities, ideally with an international NGO, with minimum of two years relevant field-based experience in complex emergencies in partnership with local humanitarian actors.
    • Knowledge of technical principles and concepts in emergency program management and operations. General knowledge of other related disciplines such as LHA capacity strengthening and market-based approaches to ensure proper cross-sectoral approach.

    • Provide technical assistance and lead capacity strengthening activities for EMPOWER West Africa participating organizations on MEAL and IM. Capacity strengthening may be achieved through remote or on-site trainings, workshops, learning events, peer-to-peer exchanges, simulations, coaching, and on-the-job training.
    • Support participating local organizations to develop project management and MEAL documents and tools, technical manuals or guidance, learning and training materials, and quality improvement plans.
    • Provide capacity strengthening on surveys and assessments, including the use of appropriate ICT4D data collection and analysis tools such as CommCare, Excel, and PowerBI.  As needed/requested, directly support methodological design, development of data collection tools, training of data collectors, data collection and analysis.
    • Contribute to, and in some cases lead, the development of the technical design for MEAL strategies for proposals, including defining appropriate MEAL systems and indicators. Advise project teams on integrating donor strategies, priorities and technical requirements into CRS’ approach.

    Basic Qualifications

    • Master's Degree in a relevant field such as Social Sciences, Statistics, International Development, Economics, Humanitarian Management, Data Science required. A bachelor’s degree with significant relevant work experience may replace the requirement for a master’s degree.
    • Minimum of three years relevant work experience with progressive responsibilities, ideally with an international NGO, with minimum of two years significant time in a MEAL and information management capacity, ideally in complex emergencies in partnership with local humanitarian actors.
    • Thorough familiarity with the principles of, and field experience in, current approaches to MEAL for emergency relief programs, including both qualitative and quantitative methods. General knowledge of other related disciplines such as partner capacity strengthening, market-based approaches and protection mainstreaming to ensure proper cross-sectoral approach.
    • Experience with program monitoring and evaluation, including applying data collection tools and methodologies, data analysis, and data presentation.
    • Experience in implementing relational databases in humanitarian or development contexts, including data cleaning, troubleshooting, data analysis and creation of dashboards
    • Expertise in Excel and statistical software, with experience in PowerBI and digital data collection tools such as CommCare.

    RESPONSIBILITIES

Identify and help address challenges that affect the proper stewardship and optimal utilization of program assets and resources (financial, human, and material).
    • Provide capacity strengthening on identifying, managing, and mitigating security and other risks that may impact staff safety, humanitarian access, and operational success. Support partners to proactively identify, manage, and mitigate risks.
    • Provide capacity strengthening on internal processes for approving expenses, monitoring spending, and making budget adjustments in line with operational and programmatic needs and with donor requirements.
    • Provide capacity strengthening on effective staffing and adherence to HR systems, policies and practices that support a high-performance culture, staff development and retention. Help assure quality personnel administration and a work environment that upholds staff wellbeing and duty of care.
    • Provide capacity strengthening on development of and compliance with policies, procedures, donor requirements and local laws and regulations, and support establishment of procedures for periodic systems checks, review and assessment of operations policies and procedures. Coordinate response to issues that emerge from internal and external audits and provide guidance to implement improvements.
