    Knowledge Management Specialist

    Proposal Objective:

    Position Description: 

    SI is seeking a full-time Knowledge Management Specialist who will support all knowledge management activities under the USAID/Ghana MESP. This position will be based in Accra, Ghana. The Knowledge Management Specialist will serve on a full-time basis throughout the five-year period of performance.

    Responsibilities:?? 

    • Responsible for facilitating strong collaboration, learning and adapting practices, including techniques for gathering, organizing, disseminating and applying knowledge to improve USAID programs in Ghana.

    Qualifications:?? 

    • Bachelor’s degree in social sciences, evaluation services, business management or other related disciplines required; Master’s degree preferred. 
    • At least five years of experience in applying evaluation and assessment findings, performance data and other evidence to adaption of existing and design of new USAID projects. 
    • Demonstrated experience developing performance indicators across sectors. 
    • Familiar with standard USAID indicators and capable of developing customized indicators and capable of developing customized indicators. 
    • Previous experience working closely with local government partners across all levels?to accomplish project objectives.? 
    • Demonstrated ability to effectively coordinate with other USG or donor-funded?projects. 
    • Ability and willingness to travel throughout Ghana to attend to contract implementation tasks.

    Director of Finance and Administration

    Proposal Objective:

    Position Description:

    SI is seeking a full-time Director of Finance and Administration to oversee financial planning and management, logistical, and administrative support to the activity team, and ensuring that administrative, financial, contract, and procurement activities are carried out in a manner consistent with the objectives of the activity, and in compliance with USAID regulations and SI policies and procedures. The Director of Finance and Administration will serve as a core team member on a full-time basis throughout the five-year period of performance.

    Responsibilities:

    • Manage and oversee activity finance and administration for the field office.

    Qualifications:

    • A Master’s level degree in public administration, business, financial management, or another relevant field required.
    • At least seven years of financial management, grants management, or similar experience in other donor-funded projects; previous work experience with USAID-funded projects preferred.
    • Knowledge of and experience with Ghanaian payroll income tax calculations and Health policy calculations for all full-time staff.
    • Proven ability to manage and monitor a diverse staff in multiple locations.
    • High proficiency with Microsoft Office Suite, particularly Excel.
    • Computer literate and possess superior oral and written communication skills.
    • Fluency in spoken and written English required.

    Senior Evaluation Lead

    Position Description:
    SI is seeking a full-time Senior Evaluation Lead who will be responsible for the overall management and functioning of all evaluation, assessment, survey, and special study tasks, as well as related cross-cutting tasks under this activity. This position will be based in Ghana. The Evaluation Lead will serve as a core team member on a full-time basis throughout the five-year period of performance.

    Responsibilities:

    • Oversee evaluation, analyses, and assessments throughout the life of the activity, including data collection, design of evaluation methodologies and participatory data collection methods and protocols, as well as data quality verification techniques.
    • Responsible for the design, quality, and final deliverables of all evaluations reports and any evaluations, assessments, surveys, and studies including the testing of the development hypotheses, where feasible. This will include the design of the evaluation methodology and participatory data collection methods and protocols for both performance and impact evaluations.
    • Ensure that short- and long-term evaluation team members recruited under this contract are of a high caliber and possess the required technical expertise.
    • Provide leadership and guidance on the overall Evaluation effort, and in conjunction with the Collaboration, Learning, and Adaptation (CLA) Lead, help support the Mission’s IPs as learning and adaptive partners for all USAID’s assistance efforts in Indonesia.
    • Work with Chief of Party (COP), Senior Monitoring ad Verification Lead, and Senior CLA Lead, ensuring that evaluation information is shared and fully utilized through knowledge sharing and strategic learning processes to speed innovation and improve upon and bring new innovations to the Mission’s programmatic work in-country.
    • Support the USAID/Ghana’s staff in accessing strategic learning tools, as well as in providing guidance and support to the activity’s evaluation services component including but not limited to knowledge mobilization and knowledge management mechanisms.
    • Provide support, leadership, and technical expertise to overall management of the activity to ensure that the activity meets all its performance and reporting requirements.

    Qualifications:

    • Master’s degree in a relevant field, and a minimum of seven years professional work experience in the design, management, and implementation of evaluations including impact and performance, analyses, and assessments.
    • Proven skills in evaluation design, methods, quantitative, and qualitative methodologies and analysis.
    • Excellent quantitative data analysis skills including good command of statistics, sampling methodologies, and statistical analysis software such as SPSS, STATA, Epi Info, among others.
    • Excellent qualitative data analysis skills including command of at least one coding software/program for qualitative data (Dedoose, NVivo, AtlasTi, etc).
    • Extensive experience drafting and finalizing evaluation reports.
    • Experience providing training and mentoring for groups of various sizes and one-on-one on evaluation- related subjects.
    • Previous experience supporting USAID-funded contracts desired.
    • Computer literate and possess superior oral and written communication skills.
    • Fluency in written and spoken English.

    Qualifications:

    • Demonstrated experience developing performance indicators, assessing and tracking data quality, data management, and/or training in performance management topics.
    • Familiar with standard USAID policies, guidance, processes, and indicators; and capable of developing customized indicators.
    • Familiar with publicly available data sources (such as those of multilateral organizations, think tanks, research institutions, Government of Ghana agencies/ministries, etc.) and the indicators they measure.
    • Demonstrated experience developing Performance Management and Evaluation Plans (PMEPs), theories of change, logical frameworks, and results frameworks, at an activity level.
    • Demonstrated experience training/facilitating workshops with various types of stakeholders on M&E topics; proven ability to distill complex information down to useable and understandable information for stakeholders.

    The anticipated scope of the five-year project is to support USAID/Ghana staff and partners to implement more efficient, effective, and transparent activities by improving: (1) USAID and Implementing Partner’s (IP) capacity to achieve expected results; (2) USAID’s understanding and tracking of activity and project performance; and (3) Mission and activity ability to collaborate, learn, and adapt (CLA). The anticipated start date is not yet determined.

    The MESP activities will encompass the Mission’s Development Objectives:

    • Strengthened responsive, democratic governance
    • Sustainable and broadly shared economic growth
    • Equitable improvements in health status
    • Improved reading performance in primary school

    Position Description:

    SI is seeking a full-time Collaboration, Learning, and Adaptation (CLA) Lead who will support learning, knowledge management, and adaptive programming activities under the anticipated MESP contract. This position will be based in Ghana. The CLA Lead will serve as a core team member on a full-time basis throughout the five-year period of performance.

    Responsibilities:

    • Facilitate strong collaboration, learning, and adaptive management practices in USAID/Ghana and the Government of Ghana (GOG) business processes and throughout the program cycle.
    • Foster strong, collaborative relationships with key Mission stakeholders, serve as a convener for dialogue and learning around emerging issues, assist in identifying and responding to key learning issues, and coordinate efforts amongst implementing partners (IPs) working in common Development Objectives (DOs).
    • Support the development and implementation of a learning plan for the Government of Ghana, the Mission Community of Practice and Implementing Partners that outlines key learning questions, stakeholders and their roles, and broad stakeholder engagement at multiple levels.
    • Support strategic communications, including producing publications and organizing public events with partners and other stakeholders.
    • Support business process re-engineering, including assisting in negotiating change management around monitoring, evaluation, and learning related issues.
    • Support facilitation, including facilitating processes and workshops; facilitating learning, collaboration, and coordination among implementing partners and other collaborators with the greatest impact on results; producing reflections on the implications of new learning; developing product plans for adapting programs accordingly; establishing a network of key stakeholders and organize periodic, appropriate opportunities for USAID and GOG to interact with them based on strategy implementation and evidence-based experience.
    • Support the Government of Ghana and USAID/Ghana’s CLA Community of Practice.
    • Work with Chief of Party (COP), Evaluation Lead, and Monitoring Lead, ensuring that monitoring and evaluation information is shared and fully utilized through knowledge sharing and strategic learning processes to speed innovation and improve upon and bring new innovations to the Mission’s programmatic work in-country.

    Qualifications:

    • Master’s degree in field related to organizational learning or development assistance such as public, business, or development administration; knowledge management; political science; economics or development studies.
    • Minimum of seven years of demonstrated experience in strategic planning; monitoring and evaluation; project design; facilitation of learning; and knowledge management, including experience in applying learning to improve international development programs and systems change for adaptive management of development organizations or agencies.
    • Previous experience working with the Government of Ghana and supporting USAID-funded contracts required.
    • Computer literate and possess superior oral and written communication skills.
    • Fluency in written and spoken English.
    • Experience working in Africa is highly desired.
