    Monitoring, Evaluation and Learning Director

    • Abt Associates is currently seeking a qualified MEL Director for the upcoming Resilience in Northern Ghana (RING) II – Systems Strengthening Activity.  This Activity focuses on enhancing the ability of all stakeholders to address poor nutrition and weak resilience in northern Ghana. The RING II – Systems Strengthening activity will result in sustained improvements in the delivery of local services to achieve measurable improvements in the nutrition and resilience of an estimated 85,000 reproductive-aged women and children under five years old..
    • Under the supervision of the Chief of Party, the MEL Director is responsible for overseeing the Activity’s performance monitoring system, conducting or overseeing related assessments and research, and providing capacity strengthening for partner organization in monitoring, data analysis, and data use.
    • The position will be based in Tamale, Ghana and is contingent upon project award to Abt Associates.

    Key Roles and Responsibilities

    • Lead the design, development, and implementation of the project Activity Monitoring, Evaluation, and Learning Plan (AMELP) and learning agenda, including identifying and adapting relevant indicators.
    • Develop and lead complexity-aware monitoring and risk assessments.
    • Support community, state, and private partners to break down specific problems into root causes, identify entry points, search for possible solutions, take action, reflect upon lessons learned, adapt and then act again.
    • Work closely with project technical staff and program management to ensure appropriate and adequate MEL efforts are in place to provide each team with data needed to inform their program design and implementation decisions.
    • Manage a rigorous approach to MEL and research to measure performance toward specific goals and objectives, including quantitative, qualitative, and participatory methodologies.
    • Design data collection tools, schedules, analysis methods, and applied learning approaches for stakeholder training.
    • Develop mechanisms to establish feedback loops between activity implementation, data collection, and communications and learning.
    • Oversee and lead qualitative and quantitative data collection processes and strategies.
    • Synthesize monitoring and evaluation findings needed for quarterly and annual reports for USAID.
    • Drive the project’s overall learning agenda to derive lessons learned and best practices from project activities, and contribute to quarterly program evaluations.

    Preferred Qualifications

    • Master’s degree in statistics, development economics, business administration, or relevant area of study and at least 10 years of professional experience in data management and analysis for M&E, adaptive management and/or learning.
    • Experience managing MEL on USAID-funded programs required.
    • Familiarity with district performance assessment tool (DPAT) highly preferred.
    • Knowledge of and experience with M&E frameworks, traditional indicators as well as those specific to USAID reporting systems.
    • Expertise in adaptive management, organizational learning/development, systems mapping, development of collaborating, learning and adapting (CLA)-related tools, CLA thought-leadership, and providing inputs on how CLA may lead to improved development outcomes.
    • Demonstrated leadership skills and ability to work collaboratively and independently.
    • Excellent written and oral communication skills in English required.

    Regional Director – Resilience in Northern Ghana

    Abt Associates is currently seeking a qualified Regional Director for the upcoming Resilience in Northern Ghana (RING) II – Systems Strengthening Activity.  This Activity focuses on enhancing the ability of all stakeholders to address poor nutrition and weak resilience in northern Ghana. The RING II – Systems Strengthening activity will result in sustained improvements in the delivery of local services to achieve measurable improvements in the nutrition and resilience of an estimated 85,000 reproductive-aged women and children under five years old.

    Under the supervision of the Chief of Party (COP), the Regional Director will provide leadership and management oversight to technical activities for regional offices and district activities to achieve project goals.

    This position will require frequent travel regions and districts where the program is being implemented. The activity will work in the following regions: Northern, North East, Upper East, and Upper West.

    The position will be based in Tamale, Ghana and is contingent upon project award to Abt Associates.

    Key Roles and Responsibilities

    • Oversee the technical and administrative operations of regional offices.
    • Provide technical and administrative oversight for the implementation of a results-oriented program strategy regionally and in specific states.
    • Act as a member of the Senior Management Team, with input into strategy, work plans, reviews, and program communications.
    • Facilitate collaboration across program components and with advisors to ensure implementation of activities in each state.
    • Direct and innovate cross-cutting program activities across sub regional teams, including for livelihoods, nutrition and hygiene, community and local governance, social inclusion, and behavior change.
    • Assist in strategic annual work planning of regional activities and ensure that quality operational plans, budgets, and reports are submitted as per contract agreements.
    • Provide input to the project’s research and monitoring and evaluation activities and work with Monitoring, Evaluation, and Learning (MEL) team to incorporate lessons learned to enhance project results.
    • Provide input to regular status and progress reports to USAID.
    • Provide inputs to the finance and administration team necessary for project budget projections, expenditures, tracking and reporting.
    • Collaborate actively with project staff and stakeholders and promote a culture of collaboration within the project.
    • Ensure that lessons learned and best practices are documented and shared.
    • Travel frequently to sub-regional offices for compliance, training, and tracking consistency across implementation activities.

    Preferred Qualifications

    • Master’s degree in management, international development, business administration, community development, or a related field with at least 8 years of professional experience or Bachelor’s degree and at least 10 years of professional experience.
    • At least 5 years’ experience managing the implementation of field-level activities, including working with district government officials and local civil society/community-based organizations in northern Ghana.
    • Strong management and planning skills of project tasks and budgets.
    • Demonstrated team building and team management leading to high quality work in a timely, cost effective manner.
    • Experience working with international development organizations in Ghana required; USAID experience highly preferred.
    • Excellent writing skills required.
    • Excellent organizational, interpersonal communication and computer skills.
    • Verbal and written fluency in English.

    Finance and Administration Director

    Abt Associates is currently seeking a qualified Finance and Administration (F&A) Director for the upcoming Resilience in Northern Ghana (RING) II – Systems Strengthening Activity.  This Activity focuses on enhancing the ability of all stakeholders to address poor nutrition and weak resilience in northern Ghana.     Key Roles and Responsibilities

    • Oversees the development of administrative and operations management systems and processes required to support activity implementation, ensuring compliance with USAID and Abt policies and regulations.
    • Manages implementation of financial, administrative, and HR policies and procedures that meet activity needs and corporate and client requirements.
    • Oversees procurement efforts for the activity including selection and negotiation with vendors, and management of subcontractors on the activity in compliance with USAID and Abt Associates procurement regulations.
    • Ensures compliance with USAID and Abt Associates policies, regulations and procedures governing the activity contract.
    • Supervises institutional subcontracts and sub-agreements with assistance from the Abt Associates home office support team.
    • Ensures that the budget and audit projections, expenditure, tracking and reporting are in accordance with USAID and Abt requirements, procedures, and practices for compliance and audits.
    • Creates and maintains financial reporting and tracking systems, and provides financial performance updates on activities. Guides the administrative team on annual work planning, and ensure submission of quality operational plans, budgets, and reports.
    • Oversees HR management functions including: recruitment, hiring, transition, and termination; benefits administration; performance appraisal; and ongoing performance management.
    • Upholds the standards of Abt Associates to lead a high performing team and ensures strict compliance to USAID and Abt’s policies, regulations, and internal controls.

    Preferred Qualifications

    • Bachelor’s Degree with at least 10 years’ experience in business administration, finance, accounting, management, or other relevant field required. Master’s preferred.
    • Experience with financial and administrative management of international development programs and other donor-funded projects in the field required; USAID F&A management experience required.
    • Excellent financial management skills and knowledge of latest project management tools and computer applications such as Microsoft Office and Quickbooks.
    • Supervisory and/or management work experience including: (1) direct supervision of professional and support staff; (2) quality evaluation of staff performance and deliverable; (3) contract management; and (4) ability to lead large complex programs and motivate multidisciplinary, multicultural teams.
    • Experience in Ghana or similar development context, highly preferred.
    • Ability to advise teams on new approaches that sustain and/or improve project delivery.
    • Ability to sustain timeliness of program delivery amidst adaptations from changing operational demands and client feedback.
    • Ability to set priorities and multi-task.
    • Strong analytical and computer skills, with emphasis on budgeting and financial analysis.
    • Excellent organizational skills.
    • Excellent written and spoken English communications skills.
    • Ghanaian nationals are strongly encouraged to apply.

    Minimum Qualifications

    • Master’s degree and 8-10 years of experience OR the equivalent combination of education and experience.
