    Local Community Development Associate

    Duties and Responsibilities
    Summary of key functions:
    1. Support the implementation and results-based monitoring of the LoCAL’s field activities

    •  Provide programme support to subnational government counterparts and key stakeholders
    •  Administrative support to the implementation of project activities
    •  Support effective mainstreaming of gender equality and community participation
    •  Support facilitating knowledge sharing and communication

    2. Support the implementation and results-based monitoring of the LoCAL’s field activities

    •  Support implementation of LoCAL activities in the field in line with AWP and support the preparation of periodic technical and financial reports on the implementation of LoCAL activities and undertake regular monitoring of the activities, including through field visits.
    •  Assist target LGs to understand the LoCAL’s objectives and effectively support them in the management, implementation and monitoring of performance-based climate resilience grants and activities/interventions/investments and propose improvements through reviewed work plans.
    •  Support the preparation and participate and contribute to the annual performance assessment of target LGs.
    •  Regular monitoring of the progress of target LGs in implementation of the LoCAL and its PBCRGs, in line with Design Document and applicable government’s regulations and procedures.

    3. Provide programme support to subnational government counterparts and key stakeholders

    •  Under the guidance of the Technical Assistance support provided and through other deconcentrated and decentralized government institutions, support target LGs to collect and interpret climate-related data and information, to update their local climate risk assessments, and to mainstream climate change into local public planning and budgeting systems.
    •  Under the guidance of the Technical Specialist (Local Government Finance) and MLGDRD, support capacity building (“learning by doing”) and preparation of local government development and investment plans and budgets that foster inclusive and climate resilient local economies and communities.

    4. Administrative support to the implementation of project activities

    •  Participate in planning and organization of trainings/events facilitating the wide representation and full participation of local and regional stakeholders by following UNCDF rules and regulations and ensuring gender equality.
    •  Assist in the organization of field visits, missions, conferences and other logistics arrangements.
    •  Support LGs to collect and compile narrative, expenditure reports and other related financial documents, as required.
    •  Arrange meetings and draft routine correspondence, minutes including preparing background materials for discussions and briefing sessions.

    5.  Support effective mainstreaming of gender equality and community participation

    •  Support LGs in ensuring gender equality and participation of communities throughout the PBCRG cycle, in particular during the local adaptation planning and cash for work selection processes.
    •  Ensure that all the data, when collecting and compiling inputs relating to programme, are gender disaggregated.
    •  Support facilitating knowledge sharing and communication
    • Support and facilitate consultation and exchange of information, synergies, learning and know-how
    •  At the local level, in particular in relation with partners and stakeholders involved with LoCAL expected results, especially activities 1.1. Strengthen capacities (“learning by doing”) of MMDAs in the preparation of climate risk informed, participatory and gender-sensitive local economic development planning and 1.2. Deliver green and resilient local infrastructure / investments (including those to be co-financed by the diaspora) under the oversight of MMDAs, through cash for work (benefitting the youth, women and returnees) and procurement to local SMEs.
    •  Support the knowledge and communication efforts of LoCAL in Ghana (i.e. LoCAL stories, news articles, photos, videos, social media presence, country webpage and web presence, as appropriate) with support and guidance from Lead LoCAL communication expert;

    6. Perform any other related duties as required by supervisor/ management or guided by the LoCAL Steering Committee and other key stakeholders.


    Qualification Required & Experience

    •  Completion of High school education is required OR Bachelor’s degree in Development Studies or related discipline with knowledge on sustainability related fields, will be given due consideration. For some functions where academic qualifications are not required, these may be compensated by additional years of work experience


    Experience:

    •  Minimum 6 years (Highschool education) or 3 years (Bachelor’s degree) of continuous years of experience with local and community development, climate change and/or environment related issues, of which at least one (1) supporting local governments and/or communities.”


    Required skills

    •  Practical knowledge and experience in monitoring and evaluation;
    •  Practical knowledge and experience with performance based climate resilience grant systems, planning and budgeting processes, preferably with local government authorities and/or communities;
    •  Excellent communication skills, both written and oral;
    •  Practical experience with training and capacity building activities;
    •  Collaborative work approach and strong team work skills;
    •  Good negotiation and facilitation skills;
    •  Computer literacy (Word, Internet, Excel, PowerPoint).


    Desired skills

    •  Experience with a UN organization/agency is desirable

    Peace and Development Officer

    Position Purpose
    The Peace and Development Officer works under the direct supervision and guidance of the PDA, to provide substantive support in three main areas of activity, including:

    •  Assist with research, information-gathering, and analysis with specific focus on supporting and promoting peace building and conflict prevention.
    •  Identify entry-points and support inclusive and conflict-sensitive approaches in efforts to build national capacities for conflict prevention, particularly with regard to civil society, including women’s and youth networks.
    •  Provide technical support for coordination, partnerships, and M&E (Monitoring & Evaluation)

    Duties and Responsibilities

    1.  Assisting on research, information-gathering, and support analysis with a specific focus on supporting and promoting peace building and conflict prevention.
    •  Gather and process data and information relevant to the UN’s role and activities in Ghana and the sub-region as relevant, with a specific focus on supporting and promoting peace building, social cohesion, conflict prevention, and sustainable development
    •  Support the PDA in undertaking political, political economy, and/or conflict analysis, monitoring the situation in the country, and reporting of issues related to peace and security, including through analysis of local sources.
    •  Carry out and coordinate research on particular issues and thematic areas, in particular prevention, social cohesion, peace and security.

           2.  Identify programming entry-points and support inclusive and conflict-sensitive approaches in efforts to build national capacities for conflict prevention, particularly with regard to civil society, women, and youth.

    •  Assist the PDA in identifying areas of programmatic engagement with national stakeholders related to social cohesion, dialogue, conflict prevention, and consensus-building; and contribute to the development of conflict-sensitive approaches.
    •  Under the guidance of the PDA, support the exploration of entry points with key national counterparts including the Government and civil society.
    •  Advise on mainstreaming conflict-sensitive approaches, including the provision of training UN Country Team staff and key national partners on conflict analysis, conflict prevention, and/or conflict-sensitive development.
    •  Undertake mappings and analysis of civil society actors, including youth, women, and marginalized groups, and their capacities for conflict prevention/ peacebuilding at the local and national level. This analysis will inform and provide support to the PDA and UNCT throughout the duration of the assignment.
    •  Support the PDA in their engagement with national and local stakeholders, focusing particularly on engaging with civil society actors at the local level and academia, to help link local initiatives to national-level institutions, structures, and processes. As well as reinforcing dialogue between government and civil society and/or people-to-people dialogues.

           3.  Provide technical support for coordination, partnerships, Monitoring, and Evaluation.

    •  Support the external coordination of existing partnerships between stakeholders (government, civil society, private sector, and the international community, including the UN system).
    •  In close collaboration with the PDA and the Joint Programme Secretariat, support monitoring and evaluation function, including collecting, processing, and analyzing data in the framework of peace and development teamwork workplan.
    •  Support knowledge management and sharing of good practices on conflict prevention and peacebuilding; ensure that stories and lessons learned are shared with the Joint Programme Secretariat, and respond to specific requests for information; and
    •  Perform an array of duties that support UN coordination and effective Peace and Development Team programme implementation. These may include assisting in organizing meetings and consultations, organizing and implementing consultation processes with national and international partners.


    Qualification Required & Experience
    Education:

    •  Advanced university degree (Master’s Degree) with 2 years in political science, conflict resolution, peace studies, sociology, international relations, international economics, law, public administration, or other related social sciences.
    •  Bachelor’s Degree with 4 additional years of relevant experience may be considered in lieu of Master’s Degree


    Experience:

    •  Minimum of 2 years of progressively responsible experience in conflict analysis, development and/or conflict prevention in a governmental, multilateral, or civil society organization.
    •  Extensive experience in analysis, research and sound drafting skills.
    •  Experience in project/programme development, management
    •  Experience in national and community-level conflict prevention and peacebuilding initiatives and programming.
    •  In-depth knowledge of and extensive experience in (country/region), including in dialogue and conflict prevention initiatives. and awareness and familiarity of key actors and stakeholders across the political, economic, and development spheres alongside knowledge of government, civil society, and other non-state actors.


    Language requirements (Required / Desired)

    •  Fluency in written and spoken Tui and English is required.
