    Financial Management and Resource Mobilisation Specialist

    Job Description

    Financial Management and Resource Mobilisation:

    • Design and implement a robust resource/fund mobilisation strategy for the project
    • Raise additional funding for the project
    • Connect grantees to impact investors and other sources of funding
    • Carry out due diligence and institute measures to mitigate identified fiduciary risks to the grants
    • Establish and maintain administrative and financial management systems

    Finanacial Planning and Accounts Preparation:

    • Ensure that grantees comply with relevant laws and regulations surrounding landholding, with legitimate leasing and/or ownerships rights and demonstrate responsible investments
    • Set up accounting systems, ensure internal controls, procurement and liaison with the client on financial matters

    Monitoring and Results Communication:

    • Monitor and assess implementation of grantee projects to ensure efficient utilisation of the funds disbursed, including services provided to smallholder farmers and the achievement of the expected targets (outputs and impacts)
    • Conduct monitoring visits to grantee projects and take measures necessary to reduce and manage financial risk in the portfolio
    • Review, analyse and assess grantee performance against KPIs
    • Follow up on feedback sent to the grantee to ensure issues raised have been addressed by the grantee
    • Communicate effectively with the client and grantees.

    Reporting:

    • Report on fund and grantee performance on a quarterly and annual basis. Check grantee reports and ensure that they are compliant with set policies and procedures
    • The Financial Management and Resource Mobilisation Specialist will report to the Team Leader.

    Requirement/Skills

    • An advanced degree in Accounting/Finance, Economics or equivalent and a professional qualification in Accountancy from an internationally acceptable accountancy body i.e. ACCA, CIMA, ICASL, and CPA
    • A minimum of 10 years’ experience in financial and project management
    • Experience in challenge funds or in managing investment funds, including structuring new funds and ability to attract additional funds
    • Experience in disbursement procedures and financial management of donor-funded projects will be an added advantage
    • Must have a proven track record in resource/fund mobilisation
    • Good communication (written and verbal), numeracy, presentation and analytical skills
    • Excellent skill in MS Excel and MS Word
    • Excellent skills in project management demonstrated in previous jobs
    • Experience in working in Sierra Leone or similar environments would be an advantage.
