Job Purpose
The Chief Executive Officer/Registrar will be responsible to the Council for the day-to-day management and administration of WRSC. He/she will ensure the effective and efficient execution of WRSC’s mandate and implement actions and strategies for achievement of stated goals and objectives.
Key Responsibilities
- Oversee formulation, implementation, interpretation and review of WRS policies, procedures, standards and guidelines.
- Ensure compliance with the Warehouse Receipt System Act (2019), Regulations (2021), Strategic Plan and other relevant instruments.
- Facilitate establishment, maintenance and development of the warehouse receipt system for agricultural commodities in Kenya.
- Establish and maintain a central registry for warehouse receipt transactions under the Act.
- Promote development of a national network of warehouses capable of issuing warehouse receipts.
- Coordinate duties and standards for warehouse operators, inspectors, graders, weighers and collateral managers.
- Oversee development and enforcement of commodity grading and weighing systems in conjunction with relevant agencies.
- Monitor and oversee issuance, suspension or revocation of registrations or licenses under the Act.
- Lead development and review of guidelines on fees and charges payable for examinations, inspections and registrations.
- Coordinate dispute resolution mechanisms and advise on regulations necessary for dispute resolution under the Act.
- Publish names of licensed and suspended warehouse operators and collateral managers.

- Publish prescribed fees and charges in the Kenya Gazette and on the official Council website.

Minimum requirements:
- At least fifteen (15) years of cumulative service, with five (5) years in Senior Management (public or private).
