    Registrar

    The Registrar is responsible to the Vice-Chancellor of the University

    The successful candidate shall:

    •  Be the Chief Operating Officer of the University, and shall be responsible for the day today operations of the University under the Vice-Chancellor, and in accordance with the policy directives of the Council,
    •  Be in charge of all administrative, secretarial and human resource management functions of the University,
    •  Act as Secretary to the Council, Academic Board and all other Statutory Committees of the University
    •  Keep custody of the University Seal and to affix same to all documents of the Academic Board
    •  Keep custody of all legal docurnents of the University
    •  Provide leadership to all Directorates, Departments, Sections and Units under the Registry, &
    •  Perform any other functions that the Vice Chancellor and the Governing Council assign to him/her from time to time.

    Terms of Appointment

    •  The Registrar shall hold office for an initial term of four (4) years. The appointment may be renewed for another four (4) years upon application for another term only or part thereof if that is not beyond the statutory retirement , of sixty (60)
    •  The terms and conditions of the appointment shall be determined by the Governing Council of the University, consistent with the Technical Universities Act, 2016 (Act 922) as amended. Statutes and Scheme of Service of S. of the Tamale Technical University

    Qualification Required & Experience

    •  Have served as a Deputy Registrar or comparable grade in a University or analogous institution of comparable standards for at least a period of three (3) years;
    •  A minimum of a Master's Degree, preferably in Administration and Management related areas, &
    •  Be computer literate

    Vice-Chancellor

     The Vice-Chancellor is responsible to the Council Chairman and the Governing Council of the University

    The Position/Job Description

    The Vice-Chancellor is:

    •  The Academic and Executive Head, as well as Chief Disciplinary Officer of the University, and is responsible to the Governing Council of the University
    •  Responsible, in accordance with the Statutes and the decisions of Council and the Academic Board. for organising and conducting the Academic. Financial and Administrative business of the University Responsible for the development and promotion of world-class, high quality technical university education and the provision of the necessary academic and administrative leadership
    •  Responsible for initiating and implementing the Strategic Plan of the University, subject to approval by the University's Council
    •  Required to advise the University Council and Academic Board of the University on all matters affecting Policy, finance, governance and administration of the University
    •  The Vice-Chancellor may delegate any of the functions assigned by the Statutes to Senior Members of the University as deemed appropriate

    •  Be of Professorial rank
    •  Be a distinguished and internationally acclaimed scholar with academic qualification of PhD or its equivalent, preferably in Science, Technology or Engineering,
    •  Have broad experience with depth of knowledge in tertiary education
    •  Have a good understanding of the challenges facing the Technical University in particular, and tertiary education in general
    •  Have at least ten (10) years working experience in senior management position in tottery education or related institutions.

    General Business and Personal Skills

    • Possess excellent interpersonal and communication skills. be a team player, have a high emotional intelligence and capacity to manage and control crises
    • Have proven organizational and leadership skills
    • Be of good character end demonstrate personal Integrity
    • Be able to serve a full term of 4 years before reaching the statutory retirement age of 60

    Director of Works & Physical Development

    The Director of works and Physical Development is responsible to the vice-Chancellor of the University


    The Position/Job Description
    The Director of works and Physical Development shall perform the following functions:

    •  Produce all architectural and engineering designs,working drawings and bills of quantities for all University Construction Projects
    •  Supervise and certifies all University Construction works and Contracts to ensure that construction and works are in consonance with prevailing industry standards and specifications.
    •  Oversee the management of construction contracts with the view to ensuring compliance and due delivery of projects
    •  Advise on the procurement of consultancy services relating to the provision of technical advice on construction in compliance with national laws and regulations
    •  Responsible for the supervision of construction, management and maintenance of the buildings, roads, drains, parks and gardens of the University.
    •  ln consultation with relevant departments and units of the University, advise on the management and control of land and land use of University &
    •  Advise the Vice-Chancellor and the University Council on matters relating to land and development.
    •  Perform any other functions that the Vice-Chancellor and the Governing Council assign to him/her from time to time.

    Terms of Appointment

    •  The Director of Works and Physical Development shall hold office for an initial term of four (4) years.
    •  The appointment may be renewed, upon application by the Director for a further term of up to four (4) years only if that term will not go beyond the statutory retirement age of sixty (60) years
    •  The terms and conditions of the appointment shall be determined by the Governing Council of the University consistent with the Technical Universities Act 2016(Act 922) as amended by the Technical Universities (Amendment) At 2018 (Act 974),the statutes of Tamale Technical University and the harmonised Scheme of Service of Technical Universities in Ghana

    Qualification Required & Experience
    Academic Background, Skills and Experience in Educational Administration

    •  Applicant must have a minimum qualification of a Master's degree in the Built- Environment or relevant area of study PLUS relevant Professional Qualifications OR other professional qualifications recognised as equivalent to the Ghanaian professions
    •  Applicant must have served as Deputy Director of Works and Physical Development in a University OR comparable grade in a similar institution for at least 6 years
    •  Be computer literate

    Director of Finance

    The Director of Finance is responsible to the Vice Chancellor of the University.

    The Position/Job Description
    The Director of Finance shall be

    •  The Chief Accounts Officer of the University and the Chief Financial Advisor to the Vice•Chancel,
    •  Responsible for the administration of the financial affairs of the University that shall ensure its financial health and shall exercise direct superintendence overall accounts officers,
    •  Responsible for collecting all legitimate revenue due the University
    •  in control of expenditure in line with the University's objectives and budgets,
    •  responsible for the preparing the annual budget of the University for presentation to the appropriate govern, body for approval and implementation.
    •  responsible for ensuring that the financial statements of the University are drawn up in accordance with Technical University Act 2016, Act922. the Harmonised Statutes, applicable accounting standards and all other Regulations approved by the University as well as all other relevant nat.nal laws and regulations;
    •  responsible for the preparation of the annual operating budget of the University and shall present same through the Vice-Chancellor to Council for approval,
    •  Responsible for ensuring, on behalf of Council, that proper records are kept of Al University property. stocks and valuables of all funds in a register,
    •  Responsible for liaising with the appointed external auditors to get the University's financial statements audited
    •  Required to perform any other official functions assigned by the Vice-Chancellor of the University

    Director of Internal Audit

    The Director of Internal Audit Is responsible to the Vice Chancellor of the University.

    The Position/Job Description
    The Director of Internal Audit shall

    •  be responsible for the internal audit of the accounts and financial transactions of the University:
    •  report to the Governing Council through the Audit Committee,
    •  ensure the establishment and operation of an efficient and effective financial control system, be responsible for vetting all proposed expenditures to ensure compliance with laid-down internal control systems and other statutory requirement
    •  monitor and ensure that all expenditure incurred has been authorised and are within budgetary provisions:
    •  responsible for conducting periodic management audit and submit reports to the Vice-Chancellor and the Governing Council of the University,
    •  responsible for liaising with External Auditors and ensure that appropriate action Is taken on reported audit findings.
    •  submit periodic audit reports on the activities of all Units of the University to the Vice-Chancellor and Council,
    •  generally be responsible for ensuring that the University complies with the Internal Audit Agency Act. 2003 (Act 658). Public Financial Management AT 2016 (Act 921) and all other relevant statutory regulations:
    •  be required to perform any other functions that the Vice-Chancellor and the Governing Council assign to him/her from time to time
