    Finance Officer - Certification (AfCFTA)

    About The Job

    Purpose of Job:

    • To audit and certify all payments and accounting transactions in accordance with African Union Financial Rules, Staff Rules and Regulations and other relevant policies and procedures.

    Main Functions:

    • Conducts complex analysis and generate reports in a timely manner for the Division internal use.
    • Reviews and determines compliance with applicable regulations, rules, policies and procedures in the area being audited.
    • Provides support to identify training needs, develop training programs and materials, and conduct workshops with respect to auditing approaches and techniques.
    • Certify all payments and accounting transactions of AfCFTA.
    • Pre-audit all payrolls, claims and other financial transactions upon certification by the authorized person that the amount is due and unpaid according to records and information
    • Review the receipts, adjustments and disbursements of the Commission's departments/directorates
    • Monitor all expenditures to ensure that budget appropriations are not exceeded
    • Contribute to the review of financial rules; regulations, policies and procedures, for the effective implementation of accounting and financial management systems
    • Provide accurate and reliable information and explanations to audit inquiries

    Specific Responsibilities:

    • Analyze any problems and issues; formulates options, strategies and policies, recommends solutions to systematically address any existing and potential issues with respect to compliance, audit, verification and donor reporting; takes the lead in the implementation of such strategies and policies in the areas of responsibility
    • Act as the Advisor to the Head of Division and Director of Finance on matters relating to compliance with Rules and regulations and IPSAS
    • Lead the establishment of fully functional Certification Function within AfCFTA
    • Approves/confirms that proposed obligations or expenditure for services, facilities supplies and equipment expenses, as well as those pertaining to personnel, are in accordance with the Financial Regulations and Rules of AU, relevant appropriations and staffing tables and corresponding approved allotments/appropriations; Certify all payments before they are effected
    • Review and analyze the general ledgers accounts and IPSAS financial statements of AfCFTA and advise the Head of Division on areas of improvements
    • Assist in identifying, assessing and monitoring risks and implement necessary controls to maintain risk exposure at an acceptable level; Manage financial risk management within AfCFTA
    • Prepare timely updates, and regular progress reports (project status & activity report, and other reports)
    • Provide authoritative interpretation of requirements for handling financial transactions
    • Monitor, analyses transactions recorded into the accounting system
    • Independently monitor the status of implementation of audit recommendations, and appraises adequacy of follow-up action taken on audit findings and recommendations.
    • Perform any other duties as may be assigned by the Head of Division or the Director.

    Academic Requirements and Relevant Experience:

    • Bachelor’s Degree in auditing, Finance, Accounting or related field with 5 years of relevant work experience in a national or international organization OR Master’s Degree in auditing, Finance, Accounting or related field with a minimum of 2 years of relevant work experience in a national or international organization.
    • A professional qualification such as CPA, CA, ACCA, CIMA, Expert Comptable or equivalent is an added advantage.
    • Hands-on experience in auditing or verification of financial transactions is required.
    • Experience with financial systems/finance module of enterprise resource planning (ERP) such as SAP or similar ERP is required.
    • Experience with IPSAS/IFRS in a large organization is highly desirable.
    • Experience in reviewing, monitoring and reporting on internal controls and risk management.
    • Proven experience in data analytics and financial analysis.

    Finance Officer - Bank Reconciliation (AfCFTA)

    About The Job

    Purpose of Job:

    • To provide frontline operational support for the maintenance of accurate and complete cash balances in the general ledger and trial balances in line with the AU financial rules and regulations and International Public Sector Accounting Standards (IPSAS) at the division.

    Main Functions:

    • Leads the investigation and follow-up of all outstanding items on bank reconciliation statements and reports to the Unit Manager on financial reports.
    • Oversees and analytically identifies old and uncollectible amounts on the bank reconciliation and advises how best to resolve them.
    • Provides a monthly summary of bank reconciliations for review by the Financial Reporting Unit Head, in addition to verifying the reliability and accuracy of bank balances in the general ledger and trial balances.
    • Works closely with the Financial Management Unit and ensures that proper internal controls are maintained in the opening and closing of new and old bank accounts.
    • Monitors bank charges and all banking activities to detect irregularities and fraud.
    • Participates in statutory and special audits of AfCFTA.
    • Liaise with the Finance Officer in charge of accounts receivable and accounts payable to investigate and correct long outstanding balances recorded from the bank reconciliation
    • Ensures that cash balances are recorded in accordance with International Public Sector Accounting Standards (IPSAS)
    • Ensures timely reconciliation of bank accounts
    • Maintains accurate and complete cash balances in the general ledger and trial balances in accordance with AU RIF and IPSAS.

    Specific Responsibilities:

    • Supervises and analytically identify old and irrecoverable amounts on bank reconciliation and advise how best to resolve them

    • Works closely with Financial Management Unit at AfCFTA and ensure that adequate internal controls are maintained in the opening and closing of new and old bank accounts
    • Monitors bank charges and all banking activities in order to detect irregularities and fraud 
    • Participates in statutory and special audits of African Union Commission
    • Liaises with the Finance officer in charge of Accounts Receivable and Accounts Payables to investigate and correct long outstanding balances posted from bank reconciliation

    Web Designer and Content Officer (AfCFTA)

    About The Job

    Purpose of Job

    • The Web Designer and Content Officer will be responsible for designing and developing AfCFTA website.

    Main Functions:

    • Designing branding materials 
    • Ensure the Systems Performance Management 
    • Controlling and management of the Security & Risk of the websites and Social Media systems 
    • Monitoring & Measurement 

    Specific Responsibilities:

    • Lead the review, (re)design and development of ACFTA websites 
    • Ensure all interfaces are accessible, usable and secure, and align with the requirements of AU standards and policy. 
    • Develop testing routines and procedures, correct testing-identified problems, or recommend actions for their resolution. 
    • Create graphics for print and digital 
    • Use design software to create logos and web graphics
    • Manage design revisions
    • Prepare rough drafts and present ideas
    • Identify or address interoperability requirements 
    • Develop or document style guidelines for web site content in line with AU brand identity  
    • Develop and support effective web-based tools to enable secure dynamic delivery of web content 
    • Administer internet/intranet infrastructure, including components such as web, file transfer protocol (FTP), news and mail servers. 
    • Provide specialist relational database support and advice for the purposes of developing dynamic web applications. 
    • Recommend web site improvements, and develop budgets to support recommendations  
    • Manage the day to day operations of the AUC digital platforms – websites, social media platforms, mobile applications etc.  
    • Consult and liaise with the MIS department to ensure all web development aligns with the AU Information Technology Architecture, Web Applications Architecture and Facilities Management requirements. 
    • Manage and ensure registration and protection of all AU Domain names 

    Systems Performance Management: 

    • Administration of a web content management system including the implementation, configuration, support, management and maintenance of supporting applications. 
    • Implement updates, upgrades, and patches in a timely manner to limit loss of service 
    • Test new software packages for use in web operations or other applications 
    • Evaluate or recommend server hardware or software 
    • Install or configure web server software or hardware to ensure that directory structure is well-defined, logical, secure, and that files are named properly. 
    • Develop or implement procedures for ongoing web site revisions including documentation of application and web site changes or change procedures. 
    • Test issues such as system integration, performance, and system security on a regular schedule or after any major program modifications. 
    • Check and analyze operating system or application logfiles regularly to verify proper system performance. 
    • Evaluate testing routines or procedures for adequacy, sufficiency, and effectiveness. 
    • Determine sources of web page or server problems, and take action to correct such problems. 
    • Interface for performance issues with service providers and address issues with hosting companies and maintain a strong relationship with these partners to avoid downtime 
    • Identify or document backup or recovery plans 

    Security & Risk Management:

    • Monitor systems for intrusions or denial of service attacks, and report security breaches to appropriate personnel. 
    • Implement web site security measures, such as firewalls or message encryption 
    • Identify, standardise, and communicate levels of access and security to AUC digital platforms 
    • Back up or modify applications and related data to provide for disaster recovery. 
    • Test backup or recovery plans regularly and resolve any problems. 
    • Content Delivery & Multimedia Communication 
    • Lead the identification and development of new tools for use across various platforms including mobile apps 
    • Work in close collaboration with the multimedia teams to ensure all broadcasts for live transmission over digital platforms have adequate preparation and support and assign web team to manage live streaming sessions 
    • Moderate forums and Chat sessions on websites and social media sites 
    • Ensure all content on social media platforms are uploaded in the highest quality, current and have clear search reference / tags 

    Monitoring & Measurement:

    • Develop web site performance metrics 
    • Set up and maintain monitoring tools on web servers or web sites 
    • Track, compile, and analyse web site usage data and report regularly on performance 
    • Perform any other duties as may be assigned by the Director

    Academic Requirements and Relevant Experience:

    • University Master’s Degree in Marketing Management, Information Communication and Technology, Public Relations, Advertising and any other related studies with 2 (two) years proven continuous experience in Web design, Content Management, SEM and Digital Marketing .

    Purpose of Job

    • The Digital Branding & Communication Officer will support the development and implemention of communication, advocacy strategy and plan, management of the AfCFTA branding strategy, provide inputs into the design, management and implementation of the communication activities 

    Main Functions:

    • Assist in the development and implementation of Communication strategy
    • Develop and manage AfCFTA official content
    • Develop and manage Social media and digital platforms
    • Ensure the operationalization of the AfCFTA communication in various supports 

    Specific Responsibilities:
