    Senior Level Administrative Position - Director, Internal Audit Directorate

    POSITION SUMMARY

    • The Director of Internal Audit shall, under the Vice-Chancellor be responsible for the internal audit of the accounts and financial transactions of the University.
    • Subject to the relevant statutes, the Director of Internal Audit reports administratively to the Vice-Chancellor and functionally to the Audit Committee of the University.

    DUTIES

    The Director of Internal Audit shall:

    • ensure the establishment and operation of an efficient and effective financial control system;
    •  vet all proposed expenditures to ensure compliance with laid-down internal control systems and other statutory requirements;
    • conduct periodic examination of the accounts of the University including limited financial and operational. units;
    •  monitor and ensure that all expenditures incurred have been authorised and are within budgetary provisions;
    • where required, conduct management audits and submit reports thereof;
    •  liaise with External Auditors and ensure that appropriate action is taken on reported audit findings;
    • generally, be responsible for ensuring that the University complies with the Internal Audit Agency Act 2003 (Act 658) and relevant Acts and policies of the University; and
    • discharge any other assignments that the Vice-Chancellor shall deem necessary.

    QUALIFICATIONS AND ATTRIBUTES

    •  A good first degree, a master’s degree in a relevant discipline and membership of a professional Accounting/Auditing body with experience in public accounting and or auditing
    • A minimum of fifteen (15) years’ post qualification experience, at least five of which should have been in a senior management position, with relevant industry experience
    • In addition, the applicant must have: (a) Excellent interpersonal and relationship building skills (b) Considerable strategic and collegial skills that will enable him/her to function within the Higher Education Sector; (c) Good business sense with a deep understanding and appreciation of strategic and operational issues; (d) High-level analytical skills and demonstrable evidence of competence and leadership.

    TENURE

    • The Director shall hold office for a period of four years on terms and conditions recommended by the Appointments Board to the University Council and is eligible for re-appointment for a further term of up to four years.

    Senior Level Administrative Position - College Secretary, College of Basic and Applied Sciences

    QUALIFICATIONS AND ATTRIBUTES

    • The College Secretary shall be of the rank of at least a Deputy Registrar or eligible for appointment as such. Candidates must have a good first degree as well as an advanced degree in a relevant field, with not less than 15 years’ post qualification experience, at least five of which should have been in a senior management position.

    DUTIES

    • The College Secretary shall be the head of the administration of the College under the Provost and subject to any directives that the Registrar may issue from time to time.

    Without prejudice to the generality of (1) above, the College Secretary shall under the Provost be responsible for the following:

    • Being secretary to the College Advisory Board, the College Academic Board and the Committees of the College Academic Board and keeping records and conducting correspondences on their behalf;
    • Administration of all academic programmes and Coordination of administrative functions of the College;
    • Management of all administrative and professional employees of the University in the College;
    • Management of the administration of the College; and,
    • Liaison between the College and the Central Administration of the University on all administrative and policy issues.

    TENURE

    • The College Secretary shall hold office for a period of four years and is eligible for re-appointment for a further term of up to four years.

    Senior Level Administrative Position - Director, Physical Development and Municipal Services Directorate

    POSITION SUMMARY:

    • Reporting to the Registrar, the Director of the PDMSD will be responsible for the overall development and maintenance of the physical environment of the University and the provision of essential services in an efficient and effective manner.

    DUTIES AND RESPONSIBILITIES

    The successful candidate shall be specifically responsible for:

    •  The supervision of works and contracts to ensure that construction and renovations are in consonance with prevailing industry standards and specifications, taking due cognisance of the needs and requirements of the University.
    • The management of construction contracts with a view to ensuring compliance and due delivery of projects.
    • The procurement of consultancy services relating to the provision of technical advice on construction in compliance with national laws and the University’s statutes.
    • The management and maintenance of the buildings, roads, drains, parks and gardens of the University and their designs and drawings.
    • The construction and maintenance of residential facilities.
    • The management and control of land use and the maintenance of records on all land transactions entered into by and on behalf of the University.
    • The provision of valuation services.
    • The management, control and disposal of waste.
    • The provision of fumigation and other pest control services.
    • The acquisition and maintenance of vehicles and the provision of transportation services.
    • The maintenance of security on the University’s campuses.
    • The discharge of any other necessary assignments.

    QUALIFICATIONS AND ATTRIBUTES

    The successful applicant must:

    • Have a good first degree in a relevant field within the built environment profession with a post graduate degree or an equivalent professional qualification in a relevant field.
    • Be a member of a relevant professional body.
    • Have a minimum of fifteen (15) years of relevant post-qualification experience and must be a practitioner in the field.
    • Have considerable strategic, interpersonal and collegial skills and should be able to function within the higher education sector.
    • Have high-level analytical skills, business sense as well as a deep understanding and appreciation of the strategic and operational issues and challenges in top-level management and administration.
    • Be performance-driven and must be keen to achieve results.

    Senior Level Administrative Position - Director, Human Resource and Organizational Development Directorate (HRODD)

    JOB ROLE

    • Under the Registrar, the Director of Human Resource and Organizational Development Directorate shall have oversight responsibility of the Directorate, and shall plan and advise on human resource management policies in the University.

    DUTIES

    The Director of Human Resource and Organizational Development shall, under the Registrar:

    • Lead in the development and implementation of the human resource policies of the University;
    •  Provide strategic planning with respect to the human resource needs of the University;
    •  Ensure the timely renewal and termination of employment contracts;
    • Institute and maintain a system for monitoring and evaluating the performance of all employees of the University and submit reports thereon to the Vice-Chancellor and the Council;
    •  Manage and advise on the collective bargaining process and collective agreements with unionized staff;
    • Institute a system for continuing education and in-service training for all employees of the University; and
    • Discharge any other assignment that the Registrar shall deem necessary.

    QUALIFICATIONS AND ATTRIBUTES

    Applicants must have:

    • A good first degree as well as an advanced degree in a relevant field, with not less than 15 years’ post qualification experience, at least five of which should have been in a senior management position. A professional qualification in Human Resource Management will be an added advantage.

    In addition, the applicant must have:

    • Considerable strategic, interpersonal and collegial skills that will enable him/her to function effectively within the Higher Education Sector;
    • A deep understanding and appreciation of the strategic and operational issues in top-level University management and administration;
    • High-level analytical skills and demonstrable evidence of competence and leadership.

    Senior Level Administrative Position - Director, Institutional Research and Planning Office

    POSITION SUMMARY:

    • Reporting to the Pro Vice-Chancellor, (Research, Innovation and Development)
    • the main responsibility of the Director, Institutional Research and Planning is to oversee institutional data collection, reporting and management in support of strategic planning, assessment and benchmarking activities. The Director will provide information and analytic support to senior management to facilitate strategic planning, policy-making, resource allocation, enrolment management and other processes requiring sound strategic and quantitative analysis.
    • The position will require external liaisons at national, continental and international levels in order to advise senior decision makers with recommendations regarding submissions or input required by any of these constituencies and to conduct benchmarking.

    DUTIES

    The Director shall:

    • Provide professional and technical services for effective strategic planning and management at the University of Ghana.
    • Work closely with relevant units of the University to ensure that appropriate data warehouses are developed and maintained.
    • Coordinate, integrate and execute appropriate institutional research and planning initiatives as determined by the strategic direction of the University
    • Prepare short, medium and long term enrolment plans and monitor the University’s enrolment activities.
    • Monitor, review and report broad industry trends in higher education regarding collection, analysis, and reporting practices to keep the University current with evolving national and international best practices.
    • Initiate surveys and studies to answer questions relevant to the University and to keep the University informed about broad issues with respect to higher education.
    • Prepare qualitative and quantitative analyses of data that focuses on cost- effectiveness of the University’s programmes and critical academic indicators relevant to higher education.
    • Coordinate the preparation of data and compliance reports for internal and external reporting needs.

    QUALIFICATIONS AND ATTRIBUTES

    Applicants must have:

    • A good first degree as well as an advanced degree or an equivalent professional qualification in a relevant discipline with experience in institutional research and strategic planning.
    • A minimum of fifteen (15) years’post qualification experience, at least five of which should have been in a senior management position, with experience in research and analysis, academic administration, university planning and policy development.
    • Awareness of funding and enrolment reporting in the higher education sector and their intersection with university policies and strategic direction.
    • Competency in the use of a wide variety of ICT tools, including appropriate software for quantitative and qualitative data management and analysis.
    • Understanding of processes involved in university decision processes, policy development and implementation.
    • Demonstrated ability to communicate effectively with members of the University community.
    • Knowledge about the management information systems of the University and a keen sense of data nuances in the Higher Education industry
